Southern portions of West Pit were <br /> recently Phase I released under SL-24(Photo 17).An old drag line will need to be removed from the <br /> West Pit in final reclamation. <br /> South Taylor <br /> Active backfill operations were not observed at the time of inspection but backfill efforts had progressed <br /> noticeably since the Division's last on the ground inspection(Photo 13). Backfill material is being <br /> excavated from around various points of the South Taylor temporary spoil pile and dump areas appear to <br /> be concentrated along the southern edge of South Taylor Pit. <br /> HYDROLOGICBALANCE- Rule 4.05; Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures <br /> 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10;Diversions 4.05.4; Effluent Limits 4.05.2; Ground <br /> Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials <br /> 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> Taylor Creek&West Pit <br /> The West Pit Pond(Photo 19) and East Taylor Pond(Photo 18)were inspected along Taylor Creek. West <br /> Taylor Pond was inspected from above at the face of the valley fill(Photo 14).West Taylor Pond was <br /> dry, stable, and free of erosional concerns. East Taylor and West Taylor Pond were both holding water <br /> and no concerns were noted at the ponds or at their inflow and outfall locations. The East Taylor Pond <br /> pilot water treatment plant has been shut down for the season. <br /> The following stock ponds and ditches in West Pit were inspected from a high vantage point(Photos 15 <br /> and 16): ETD I,TD1,East Taylor Ditch,and Taylor Ditch.Both stock ponds were holding water and <br /> ditches appeared stable and functioning as designed.No issues are noted. <br /> East Pit& Section 3 <br /> The following ditches and stock ponds in the East Pit were observed during the inspection(Photos 2— <br /> 11): PD1,PD2,NTEP1,EP1,EP2,EP3,Reach 1 of Prospect Ditch,Reach 1 of North Tributary East Pit <br /> Ditch,Final East Pit Ditch(Reaches 1,2,and 3) and Section 15 Ditch. Inspection locations were observed <br /> on the ground as well as from the north facing a slope below Section 15 Ditch.All stock ponds were <br /> holding water,though EP3 was holding very little. Section 15 Pond was also holding water,but this was a <br /> very small amount.All inlet and outlet areas and channels for the stock ponds were stable and in place as <br /> designed.No obstructions,signs of instability or erosion were noted. The reach channels inspected in this <br /> area were also free of any signs of instability or variance from their intended design. <br /> The Upper and Lower Section 3 Ponds were inspected(Photo 1)and found to be holding a small amount <br /> of water. The inlet and outlet areas for these ponds were free of any signs of erosion, and no concerns <br /> were noted. <br /> Prospect Pond and Section 16 Pond <br /> Prospect Pond(Photo 20)was inspected from the ground.No problems or concerns were noted. Section <br /> 16 Pond was also accessible during this inspection(Photo 12). The pond was holding a small amount of <br /> water,and no concerns were noted. <br /> FISH and WILDLIFE—Rule 4.18: <br /> No negative impact to wildlife was observed during the inspection.A mid-sized herd of elk were seen <br /> traversing the site throughout the inspection day.A pair of large raptors were also noted at the site. <br /> Number of Partial Inspection this Fiscal Year: 4 <br /> Number of Complete Inspections this Fiscal Year: 1 <br /> Page 3 of 14 <br />
