Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> N -Processing Waste Y -Topsoil <br /> CONIMENTS <br /> This was a partial inspection of the Colowyo Coal Mine;DRMS Permit No. C-1981-019,operated by <br /> Colowyo Coal Company(Colowyo). The inspection was conducted by Hunter Kragenbrink with the <br /> Colorado Division of Reclamation,Mining,and Safety(Division). Tony Tennyson,representing Colowyo <br /> was present at the mine office and Tom Fry of Colowyo accompanied the inspection. Weather during the <br /> inspection was cloudy and slightly rainy with temperatures around 49'F. <br /> An application for a Phase I,II and III Bond Release(SL-25)of 1.8 acres in the East Pit(Streeter South <br /> Side Ditch)was received by the Division on May 22,2025. SL-25 proposed to release areas that have <br /> been backfilled,regraded and revegetated. The bond release application was called complete by the <br /> Division on June 18,2025.The Division conducted a bond release inspection on July 17t'`. SL-25 was <br /> approved by the Division on November 19,2025. <br /> An application for a Permit Revision(PR-05)was received by the Division on August 6,2025. PR-05 <br /> proposed to revise the post mine land use for the Gossard rail loop area to Moffat County Road 51 from <br /> Rangeland to Industrial area. The application was called complete on August 14,2025,and the Division <br /> approved PR-05 on October 31,2025. <br /> The Division delivered a Notice of Surety Increase (SI-2)to Colowyo on July 1,2025. The surety <br /> increase amount was finalized on September 15,2025,and issued on October 25,2025.As of November <br /> 3,2025,Colowyo is considered fully bonded for the amount required to complete reclamation at the site. <br /> SIGNS ANDMARKERS—Rule 4.02: <br /> Mine identification signs were located at the mine entrance and throughout the site.All information for <br /> compliance was observed. <br /> BACKFILL and GRADING—Rule 4.14 Contemporaneous Reclamation 4.14.1;Approximate Original <br /> Contour 4.14.2;Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2,4.27;Handling of Acid and <br /> Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> West Pit <br /> A majority of the West Pit is in final reclamation.
