EXHIBIT E RECLAMATION PLAN(CONT) <br /> RECLAMATION PLAN <br /> As reclamation begins one of the 3 options noted above will be <br /> picked. If Option 3 is chosen, a Technical Revision will be <br /> filed with the Division showing the location of the foundations <br /> and update the backfilling plan. Option 2 is a variation of <br /> Option 1 in that it would give the option to limit backfilling if <br /> adequate material is not available to complete Option 1 . The <br /> proposed future use of this site is to return it to it' s existing <br /> use of general agriculture or later to develop it for commercial <br /> purposes (Option 3) . <br /> Mining will create a depression in the terrace deposit that <br /> leaves flat floor 2 feet above the ground water table. When <br /> reclaimed a shallow amphitheater that day lighting out the south- <br /> west side, with a flat bench running north-south approximately 10 <br /> to 12 feet below the existing surface will be left . The side <br /> slopes from the existing surface to the top of the fill will be <br /> graded 2H: 1V and then revegetated with grass seed. Clean Inert <br /> Material will be imported and placed in the excavated area as <br /> mining progresses, then an average of 12 inches of overburden to <br /> leave a root zone below the 10 to 12 inches of soil that will be <br /> the final cover. This would happen in all three options making <br /> the reclamation plan very simple in that the reclaimed area will <br /> then be returned to agricultural production by planting a crop at <br /> the start of the next growing season. Review of the RECLAMATION <br /> PLAN MAP in this application packet depicts how we believe the <br /> site will look if Option 1 is picked. <br /> Since the working face will be mined near vertical it will be <br /> necessary to cut/fill it to complete reclamation if not mined to <br /> the outer limits. But as mining reached the outer limits the <br /> plan leave no more than 300 feet of near vertical face each side <br /> of the mining face from the mine floor to the existing surface <br /> for working area. Backfilling will take place on any slope area <br /> outside the 300 feet even though the lower parts of the slope <br /> will be covered as backfilling progresses . By creating the <br /> temporary slopes as mining progresses, we are reducing the amount <br /> of work necessary to reclaim the site if mining stopped prema- <br /> turely. <br /> A maximum of 950 feet of the working face will be left nearly <br /> vertical and will need to be cut/fill sloped if mining ended <br /> early. The excess overburden being stockpiled will in sure that <br /> adequate material is onsite to complete the sloping plan. This <br /> sloping plan will also insure, that if mining ceases before the <br /> backfilling could be completed, only a minor amount of work would <br /> have to be done to finish reclamation on the disturbed area.
