JD-8 Mine EPP-Stormwater Management Plan 4
41111
• Straw Wattles. Straw wattles are not currently in use at the site, but may be employed to retain
sediment during construction activities. Contractors whose onsite activities have the potential to
affect stormwater may be required to prepare, submit, and implement a stonnwater management
plan that addresses the specific site activities. These construction-specific activities may require
short-term sediment controls including, but not limited to,straw wattles and silt fences.
• Ditches and Berms. Ditches and berms are used to convey stormwater runoff toward catchments
and to prevent excess stonnwater from entering facilities areas or eroding the waste rock piles. As
described in Attachment A, perimeter berms have been constructed and will be maintained at the
crest of the waste rock pile to route water away from the face of the pile and into constructed
catchments.
• Retention Ponds. The constructed catchment is located downslope from the eastern portion of the
waste rock pile. Additional stonnwater retention ponds are planned for implementation during
mining, as described in Attachment A. The purpose of these ponds or catchments is to retain
stormwater and slow its velocity such that any suspended sediment is deposited and contained
onsite.
• Revegetation. The waste rock pile will be revegetated as soon as practicable after mining is
complete. Concurrent revegetation of the lower waste rock pile could occur if and when the upper
waste rock area is constructed. Revegetation will follow the seed mix and procedures described in
the Reclamation Plan and EPP. The establishment of vegetation on the reclaimed facilities will
reduce erosion and sedimentation from formerly disturbed areas.
• Other BMPs. Additional BMPs may be used as necessary to check or direct water flow and
prevent erosion and sediment transport.
4.3.4 Other Pollution Prevention Measures
No other pollution prevention measures have been identified.
4.4 Preventive Maintenance
Preventive maintenance will be conducted for the BMPs listed above. Routine inspections(similar to those
described in Section 6 and Attachment B)will be conducted on a more frequent basis than the formal semi-
annual BMP inspections of stormwater BMPs. The purpose of more frequent routine inspections is to
identify problems and repair existing BMPs and to assess the need for additional stormwater BMPs before
problems arise.
Preventive maintenance will also include cleaning of catch basins, inspecting site equipment, removing
debris from ditches, ensuring adequate freeboard for the lined fuel storage area, and other routine measures.
4.5 Good Housekeeping
Good housekeeping practices will be followed during operations and reclamation at the JD-8 Mine. The
site is currently in intermittent status and no trash is being generated. During operations, good
housekeeping practices will include having adequate trash containers that are secured against animal
intrusion and windblown debris, and are regularly emptied. Grounds maintenance during operations may
include removing or neatly storing excess materials and equipment. Any spills of fuel or oil-based products
will be cleaned up as quickly as possible using onsite or offsite spill containment and cleanup materials.
Contractors will be required to clean up after themselves before leaving the site at the conclusion of their
contracted tasks.
4122A.110601 Cotter Corporation
