1D-8 Mine EPP-Stormwater Management Plan 3
1111)
No facilities are currently in operation. Routine site activities include monthly sampling of the lysimeter
and mine inspections. Table 1 lists the potential contributors to stormwater during routine site activities.
Table 1. Routine Site Activities and Conditions Having the Potential to Affect Stormwater
(Potential Contributors of Pollutants to Stormwater- Routine)
Area Activity or Condition
Access road Travel to/from lysimeter monitoring site; air monitoring, BMP inspections,
and mine inspections
Waste Rock Dumps Potential for erosion from existing waste rock pile
Ephemeral Drainage Potential for erosion from ephemeral drainage
4.3 Stormwater Structural Controls and Best Management Practices (BMPs)
Existing structural controls on stormwater flow are shown in Figure I. Typical best management practices
(BMPs) for stormwater control include stormwater diversion, sediment and erosion prevention, material
handling and spill prevention, and other pollution control measures.
4.3.1 Stormwater Diversion
Stormwater diversion is described in the site drainage plan(Attachment A).
11111 4.3.2 Materials Handling and Spill Prevention
Materials handling is described in the EPP for the JD-8 Mine.
Safe operating procedures will be followed to prevent spills that could potentially affect stormwater.
Because the volume of fuel and oils stored onsite will be less than the regulatory threshold of 1,320 gallons,
a spill containment plan is not required (40 CFR 112, U.S. EPA Spill Prevention, Control, and
Countermeasure Regulation).
In the event of a spill of significant quantities of materials which could affect stormwater runoff from this
site, the SWMP administrator will be notified immediately. The administrator will determine cleanup
procedures and see that clean up is properly implemented. Spill prevention and cleanup materials will be
stored onsite during operations, and may include rice hulls, sorbent blankets, kitty litter, neutralizer, drip
pans, and other products to prevent or mitigate spills.
4.3.3 Sediment and Erosion Prevention
Several practices are employed at the JD-8 Mine to reduce erosion and prevent sediment delivery to State
waters. Although no intermittent or perennial streams have been mapped on the JD-8 Lower Mine Permit
Area, these sediment and erosion prevention measures are intended to prevent sediment delivery to
ephemeral channels (incised channels that are mostly dry, but may flow temporarily in response to rainfall
or snowmelt).
Sediment and erosion prevention practices in use and planned or considered for the JD-8 Mine include the
following:
• Silt Fences. A silt fence was constructed downslope of the soils stockpile (Attachment A) and is
routinely inspected and maintained. Additional silt fencing will be employed where necessary to
010 contain sediment and prevent its migration.
4122A.110601 Cotter Corporation
