1D-8 Mine EPP-Stormwater Management Plan 5 <br /> 411) 4.6 Employee Education <br /> Employee education programs will be conducted to inform personnel at all levels of responsibility <br /> (who are involved in mining activities that may impact stormwater runoff) of the components and <br /> goals of the SWMP. Training topics will include spill response, good housekeeping and material <br /> management practices. Each new employee will receive such training, and refresher training will <br /> be conducted annually for all continuing employees who are involved in activities that may impact <br /> stormwater. Contractors will be informed of Cotter's spill response, good housekeeping and <br /> material management practices at the beginning of work, with refresher training as necessary to <br /> ensure that the SWMP procedures are adequately implemented. <br /> 5. IDENTIFICATION OF DISCHARGES OTHER THAN STORMWATER <br /> No discharges other than stormwater occur at the JD-8 Mine. Previous mining operations did not <br /> encounter groundwater in the underground development or mining. <br /> Exploration drilling has indicated that some perched water tables may be encountered in the <br /> noncontiguous, isolated sandstone bodies in the basal unit of the Brushy Basin Member of the <br /> Morrison formation, and below the ore horizon in the top rim of the Salt Wash Member of the <br /> Morrison Formation. These waters lie approximately 120 to 270 feet above the Entrada <br /> Formation, the nearest aquifer. If water flows are encountered during mining operations Cotter <br /> will comply with all applicable Federal and Colorado water laws and regulations as to water rights <br /> and discharge permits. If water flows are encountered during mining operations, and it is more <br /> than can be evaporated in a lined evaporation pond, Cotter will apply for a National Pollutant <br /> Discharge Elimination System (NPDES) permit from the Water Quality Control Division of the <br /> Colorado Department of Health. <br /> 6. COMPREHENSIVE INSPECTION <br /> 6.1.1 Inspections <br /> Cotter personnel shall visually inspect all sedimentation control devices and stormwater management <br /> systems at least twice every calendar year (spring and fall), using the inspection forms provided in <br /> Attachment 2. Cotter shall keep a record of inspections of BMPs and stormwater infrastructure. Inspection <br /> reports will identify any incidents of non-compliance with the terms and conditions of the permit. <br /> Qualified personnel that may perform the comprehensive inspections include: <br /> • Glen Williams, Cotter Corporation(N.S.L.),Manager West Slope Operations <br /> • Johnie Harris, Mine Foreman <br /> • Rick Ernst, Mine Foreman <br /> • Scott Pottorff, Mine Foreman <br /> • Designated individuals having training and experience in stormwater management <br /> Records of inspections shall be maintained at Cotter Corporation offices.
