RIVERCITY <br /> c� r ' _ 7 <br /> Exhibit E <br /> General Reclamation Plan <br /> The proposed post-mining land use for the C 1/2 Road Gravel Pit is a combination of <br /> open water and public recreation, with reclaimed upland areas seeded to native <br /> vegetation and a public trail connection to the Riverfront Trail. The primary reclamation <br /> feature will be an approximately 11.5-acre permanent pond located in the central portion <br /> of the site, with surrounding slopes graded to a maximum of 3:1 (horizontal to vertical) or <br /> flatter. This pond will serve both as a stormwater retention feature and as an aesthetic <br /> and habitat element consistent with the surrounding landscape. <br /> Final reclamation will begin immediately after completion of the active mining phase, with <br /> concurrent reclamation performed wherever possible during mining to minimize the total <br /> disturbed area. Upon depletion of mining sand and gravel, all remaining stockpiled <br /> material will be removed from the site. Overburden and suitable backfill material will be <br /> graded to achieve stable slopes and to blend the final grade with existing topography. All <br /> disturbed areas, including pond embankments, haul roads, stockpile pads, and <br /> processing areas, will be graded smooth, ripped to alleviate compaction, and prepared <br /> to receive topsoil. Salvaged topsoil, previously stored in perimeter berms, will be evenly <br /> redistributed over the reclaimed surfaces to a minimum uniform depth of six inches. <br /> As part of the post-mining public use improvements, a 10-foot-wide concrete trail will be <br /> constructed within the 15-foot-wide north-south access easement, connecting the <br /> reclaimed site to the primary Riverfront Trail. This connection will occur within the 100- <br /> foot-wide temporary construction easement along the Colorado River. Once trail <br /> construction is complete, a 20-foot-wide permanent easement centered on the trail will <br /> be dedicated, and the remaining temporary easement will be vacated. <br /> Erosion control measures will be implemented throughout the reclamation process to <br /> protect soil stability and water quality, including silt fencing, wattles, and sediment basins <br /> as needed. The final grading plan directs the majority of site drainage into the central <br /> pond or the reclaimed excavation area, maintaining historical drainage patterns in <br /> undisturbed areas. <br /> (a) Description of Reclamation Types and Methods <br /> The proposed reclamation will restore the site to a post-mining land use consisting of a <br /> combination of open water pond (±11.5 acres) and upland grassland/open space (±11 <br /> acres). This land use was chosen because it is compatible with adjacent Riverfront Trail <br /> and Colorado River corridor uses, provides long-term stability, and meets Mesa County <br /> land use standards. Reclamation will involve grading slopes to 3:1 or flatter, <br /> redistribution of salvaged topsoil, seeding with approved species, and construction of a <br /> recreational trail easement. All disturbed areas, including haul roads, stockpile pads, and <br /> berms, will be reclaimed. <br />
