RIVERCITY <br /> (b) Post-Mining Land Use Comparison <br /> The post-mining land use of open water and grassland is compatible with surrounding <br /> agricultural, recreational, and open space uses along the Colorado River corridor. The <br /> proposed pond and revegetated upland areas will complement the Riverfront Trail <br /> system and provide habitat values consistent with local open space plans. The plan is <br /> consistent with Mesa County's adopted land use policies encouraging reclamation of <br /> mined lands to beneficial open space and recreation uses. <br /> (c) Compliance with Section 3.1 Requirements <br /> The reclamation plan will comply with Rule 3.1 performance standards by providing <br /> stable slopes, erosion control, protection of water resources, and establishment of self- <br /> sustaining vegetation. Final grades will maintain positive drainage toward the central <br /> pond or existing undisturbed drainageways. Topsoil will be salvaged, stockpiled, and <br /> reapplied to support revegetation. Disturbed areas will be stabilized promptly to minimize <br /> erosion. <br /> (d) Topsoil, Grading, and Revegetation <br /> The upper six inches of topsoil will be salvaged prior to disturbance and stored in berms <br /> for later use. Upon reclamation, topsoil will be redistributed evenly over graded surfaces <br /> to a minimum depth of 6 inches, with localized ranges up to 12 inches depending on <br /> availability. All slopes will be graded to 3:1 or flatter to ensure long-term stability. The <br /> excavation will be graded to form an 11.5-acre pond in the center of the site, with upland <br /> areas graded to blend with existing terrain. <br /> Disturbed areas will be seeded with the Mesa County-approved reclamation mix at the <br /> following rates (PLS/acre): <br /> o Western Wheatgrass — 8.0 Ibs <br /> o Smooth Brome —6.5 Ibs <br /> o Intermediate Wheatgrass — 10.0 Ibs <br /> o Perennial Rye —4.0 Ibs <br /> Mulch and tackifier will be applied as necessary to promote germination <br /> and control erosion. <br /> (e) Reclamation Schedule <br /> Reclamation will be progressive and tied to mining phases rather than calendar years: <br /> • During Mining: Completed berms and stockpiles to be seeded if inactive for <br /> more than one year. Progressive grading and seeding of completed mining <br /> phases where practicable. <br /> • Final 2 Years (Stockpile Depletion): Redistribution of topsoil, grading of pond <br /> and uplands, and seeding of upland areas. <br /> • Completion: A 10-foot-wide concrete trail will be constructed connecting the site <br /> to the Riverfront Trail. <br />
