EXHIBIT E RECLAMATION PLAN <br /> 1 . General Reclamation Plan <br /> Reclamation of the Yampa Valley Gravel Pit will maintain its existing land use as an agricultural <br /> resource. The pre-mine land use is dry crop land. Surrounding land uses include agriculture and <br /> residences. Pursuant to Rule 6.4.5.2(b), the applicant evaluated the post-mine land use <br /> regarding potential adoption of state and local land use plans for this area and adjacent land <br /> uses. The continued dry field is compatible with the general agricultural character of the area. <br /> Reclamation will occur concurrent to mining progression. No more than 5 acres of mining and 5 <br /> acres of active reclamation earthwork will be disturbed at a time. At any given time, additional <br /> acreage will be in the final and passive phase of reclamation where seeding has occurred and <br /> revegetation success is in process. An average recoverable 6-8" of topsoil will be applied to all <br /> reclaimed areas. Ideally, most topsoil will be stripped and immediately applied to an area being <br /> reclaimed. When this is not possible, stockpiled topsoil will be seeded within 180 days of <br /> harvest— seasonally dependent—to minimize erosion and to fortify the topsoil resource. All <br /> portable facilities and equipment will be removed from the area. All berms will be flattened. <br /> Revegetation will be completed using the NRCS recommended seeding plan that is attached. <br /> 2. Haul Roads and Access <br /> All internal and temporary access roads will remain following reclamation to support the existing <br /> land use. The established gravel access road from the site perimeter to County Road 76 will <br /> remain following reclamation at the request of the landowner. <br /> 3. Reclamation Timetable and Sequence <br /> The sequence and timing of reclamation can be seen in Table E-4 below. The reclamation <br /> schedule is dependent on the rate of mining and fluctuating market demands.
