Ref. Page No. M2009-006 00071
areas are depleted or no longer used. These areas will be graded to the approximate
original grade. It will be seeded if it is known that no machinery will be driving on those
areas. The gradient of reclaimed slopes will be 3:1 or less. If steeper slopes are required
then the slopes will be stepped into terraces to accomplish the desired stability for the
vegetation. The slopes are expected to follow the general slope of the existing lands.
Upon termination of the mining operation, the Affected Land will be graded and
backfilled to the approximate original grade using overburden and topsoil stockpiled
from the excavation and from material excavated the permit area. Backfilling material
for will mainly consist of soils and material excavated from the site. The waste rock will
be incorporated into the reclamation areas of the depleted quarries. They also may be
sold as rip rap, or used for working decks for future building sites. The existing roads will
remain as they provide access to the land potential building sites and were constructed
for that final purpose.
Native overburden and 6 to 12 inches of topsoil will be placed on top of the backfilled
materials to provide a growth medium for native grasses and vegetation. Once
backfilling and grading has been completed in an area, seeding will occur as soon as
practicable (based on first available seeding season). Fertilizers and other amendments
will be used as required in the reclamation plan or as soil tests indicate.
The operator will use their own equipment for reclamation process. Therefore, the only
monetary costs are as follows, fuel, seed, trees, shrubs and fertilizing material.
Reclamation costs are more fully described in Exhibit L. By stockpiling the overburden
and topsoil onsite, the transport costs of overburden and topsoil for reclamation
purposes will be minimized. See also Exhibit L to this Application.
Post-mining land use. The post-mining land use is expected to be returned to
residential property. The Affected land was historically used as a residence, with the
exception of the pre-law mining area and current 110c mining operation. Residential
use is consistent with the land use in the area of the Subject Property. The properties
immediately adjacent to the Subject Property are, and have historically been,
residential. Other properties on SCR 31 are also residential. The property tot eh
immediate north of the Subject Property and on the east side of SCR 31 (the Menegatti
property identified on Image C-1)is used as residential property as well as a commercial
horse boarding and training facility. Properties to the south of the Subject Property are
also, and historically have been, residential properties. In reclaiming the Affected Land,
the areas of the Subject Property which have been, and which may be, suitable for
residential construction will be restored to meet that intended use. Pre-mining(i.e. 112c
operation) level grad areas suitable for residential construction or use will be reclaimed
to similar grades for residential use (see area noted as "Historic Residential Use Area"
on Map F-1). The established pre-mining roadway through the Subject Property
(identified on Map F-1) will be restored to suitable condition of continued use for an
access road to the Subject Property along its historical location and lines(approximately
