Ref. Page No. M2009-006 00070
6.4.5 EXHIBIT E—Reclamation Plan
Reclamation Procedures and Timeline. The goal of the Meadow Hollow Quarry site
reclamation following the conclusion of mining activities is to: (1) stabilize disturbed
areas to prevent erosion and water quality impacts; (2) restore the site to beneficial post-
mining land use, such as wildlife habitat; and (3) ensure compliance with the Colorado
Mined Land Reclamation Act and DRMS standards. Mining activities will be conducted
in accordance with the Colorado Mined Land Reclamation Performance Standards of
Rule 6.
Progressive backfilling and grading will be performed as mining advances. This is
expected to occur in a series of three phases as described in Exhibit Fto this Application.
The phases of reclamation are described below (please refer also to the Reclamation
Map included at Exhibit F):
Phase 1: Reclamation will commence as mining is completed in the area of the
110c operations (approx. 9.9 acres) plus the area to the immediate
south (approx. 3.34 acres) (see also Map C-7 at Exhibit C).
Phase 2: This is the area to the immediate north of the current 110c operations
and comprises approximately 7.24 acres (see also Map C-7).
Phase 3: This includes the area at the northwestern most corner of the Subject
Property comprising approx. 7.96 acres(see also Map C-8 at Exhibit C)
and will include the area along the lower eastern side of the Subject
Property comprising approx. 11 acres (excluding water course area)
(see also Map C-9 at Exhibit C).
All grading will be, done in a manner to control erosion and protect areas outside the
Affected Lands from slides or other damages. All backfilling and grading will be
completed as soon as feasible after the mining process. All refuse will be handled and
disposed of in a manner that will control unsightliness and protect the drainage system
from pollution. Vegetation cover will be established in inactive areas to minimize
erosion.
There are no acid forming or toxic materials involved in this operation. There are no drill
or auger holes on the land. The maximum slopes will be within the limits set forth In the
Colorado Mined Land Reclamation Board's Rules and Regulations.
Overburden (including soils) will be stockpiled on the Affected land. These materials
will be segregated and protected, and will be stockpiled in areas where disturbance by
ongoing mining operations will be minimal until they are placed in disturbed areas.
Stockpiled soils, until needed for reclamation purposes, will be planted with suitable
vegetation cover to mitigate erosion from rain and wind, and to establish support on
stockpile slopes. Soil will be replaced to approximately 6"-12" in depth as the quarry
