C-1981-010/Trapper Mine RAR <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 3 of 13 <br /> <br />L Pit: The Baby Doe was working in the west side of the pit and Molly Brown was idle. Coal and <br />overburden were being loaded and hauled. Mining is occurring in the K and L seams. Coal was being <br />loaded and hauled from the east side of the pit. Blasting equipment was staged in the L Pit. <br /> <br />SIGNS and MARKERS – Rule 4.02 <br />o The mine identification sign was in place at the site entrance from the Highway 13. The sign was <br />intact, displaying all required information: mine name, operator name, address, phone number, <br />DRMS permit number and contact information. <br />o The blasting sign was also situated at the entrance displaying all the required blasting safety <br />information. <br /> <br />ROADS – Rule 4.03 <br />Construction 4.03.1(3) I 4.03.2(3); Drainage 4.03.1(4) I 4.03.2(4); Surfacing and Maintenance 4.03.1(5) <br />and (6) I 4.03.2(5) and (6); Reclamation 4.03.1(7) I 4.03.2(7) <br />o Main haul roads were dry and in good repair. Roads were being watered at the time of <br />inspection. <br />o All access roads were accessible and in adequate repair at the time of inspection. <br />o Ditches along haul roads and access roads appeared to be functioning adequately. <br /> <br />HYDROLOGIC BALANCE – Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Drainage- Acid <br />and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18 <br /> <br />Pond banks were stable and vegetated, spillways, discharge structures; flumes and decant structures, <br />appeared in good repair at the time of inspection. Dam outslopes were vegetated and no seepage was <br />observed through the dams at the time of inspection. <br /> <br />Ponds visited include: <br />o East Flume appeared dry at time of inspection. <br />o East Middle Flume 1 dq leaving spillway and getting through flume a small amount of inflow <br />rock spillway below power line photo 2:30 takes ru from l pit is this pond sized adequately to take <br />band graded runoff from a newly reclaim med L pit. <br />o Middle Flume #1 holding a small amount of water not discharging a small algae mat present at <br />the time of inspection <br />o Middle Flume #3 holding water at the time of inspection. The spillway was dry flume clear at the <br />time of inspection. <br />o East Pyeatt#1,#2, #3 discharging clear water through flume at 3:36 pm <br />o Middle Pyeatt #1 has a small delta at the inlet. Dq clear water <br />o West Pyeatt <br />o No Name <br />o Impoundment H exhibited a growth of cattails and held a small amount of water. <br />o Industrial Waste Pond does not discharge and held water at the time of inspection. <br /> <br />TOPSOIL – RULE 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4 <br />Depth of topsoil was verified in the D and E Pit parcels. <br />o No instability or riling were noted on the observed topsoil piles. Topsoil piles are vegetated, with <br />vegetation beginning to green. <br />o Topsoil piles are marked.
