(d) Where applicable, plans for topsoil segregation, preservation, and replacement; <br /> for stabilization, compaction, and grading of spoil; and for revegetation. The <br /> revegetation plan shall contain a list of the preferred species of grass, legumes, forbs, <br /> shrubs or trees to be planted, the method and rates of seeding and planting, the <br /> estimated availability of viable seeds in sufficient quantities of the species proposed <br /> to be used, and the proposed time of seeding and planting; <br /> Approximately 6-12 inches of topsoil will be available for salvage across the entire mining <br /> area. Topsoil will be salvaged prior to any disturbance occurring. Topsoil stockpiles will <br /> be located in places and configurations so as to minimize erosion and located in areas where <br /> disturbance by ongoing mining operations will be minimized. Any stockpiled topsoil shall <br /> be disturbed as little as possible until replacement on the regraded area. Furthermore, <br /> topsoil remaining in place for more than 180 days will be seeded with an approved seed <br /> mix. Approximately 64,000 to 128,000 cubic yards of topsoil will be stored in the main <br /> topsoil stockpile located along a line running east-west between Units A and P. <br /> (e) A plan or schedule indicating how and when reclamation will be implemented. <br /> Such plan or schedule shall not be tied to any specific date but shall be tied to <br /> implementation or completion of different stages of the mining operation as described <br /> in Rule 6.4.4(e). The plan or schedule shall include: <br /> (i) An estimate of the periods of time which will be required for the various <br /> stages or phases of reclamation; <br /> It is expected that each Unit of mining will take 3-12 months to mine out therefore, based <br /> on expected market conditions, it will take 4-12 years to complete mining of the entire site. <br /> (ii) A description of the size and location of each area to be reclaimed during <br /> each phase; and <br /> There will be 20 acres in Unit A where the processing facility will be located that will not <br /> be reclaimed until all mining and processing is completed.Approximately 30 acres will be <br /> maximally disturbed at any given time including, the topsoil stripping area in advance of <br /> mining, the active extraction area and the area being regraded following extraction. In <br /> addition,there will be two additional areas equal to 20 additional acres that will not be fully <br /> reclaimed but in various stages of final reclamation. These include the regraded area where <br /> topsoil has been re-applied at 6-12 inches and is being prepared for interim or final seeding <br /> and a final area where reclamation has occurred through seeding, but grasses have yet to <br /> establish. The reclaimed phase will continue to grow through time as the overall plan <br /> advances. Applicant's mining and reclamation operations are depicted in the phased Plan <br /> Sheets Showing Units A-D. This concept will continue in alpha sequential order until <br /> mining is completed. <br /> (iii)An outline of the sequence in which each stage or phase of reclamation will <br /> be carried out.
