The applicant intends to maximally disturb only thirty (30) acres at any given time while
simultaneously reclaiming the regraded area following this disturbance. The maximum
disturbance area will include the ten-acre area where topsoil has been stripped in advance
of the extraction and the 10-acre active extraction area. Also included in this maximally
disturbed area will be the 10-acre regraded pit floor which will be ready to receive topsoil
that will be stripped in advance of the mining. Once topsoil is replaced it will be graded
and conditioned for seeding by the addition of manure followed by discing and firming up
the seed bed. Seeding will then occur as described under (f)(ii) below. Other areas that
will need to be bonded include the processing area,product stockpile and loadout area,and
any necessary access/parking areas, etc. located in Unit A.
(f) A description of each of the following:
(i) Final grading - specify maximum anticipated slope gradient or expected
ranges thereof;
No highwalls are expected at the site and all slopes leading into the excavated site
will be regraded to 4H:1V or flatter. The reclaimed pit floors will be re-graded to
be nearly level (0-1%) d raining slightly to the northeast. Upon placement of
topsoil, the area will be graded level, and 20 tons/acre of manure will be applied.
This will be incorporated using a disc followed by culti-packing to firm up the seed
bed.
ii)Seeding-specify types,mixtures,quantities,and expected time(s)of seeding
and planting;
The following seed mix is representative of native vegetative cover on the site and
will be used for all seeding applications including seeding topsoil stockpiles
remaining in place for more than 180 days. This is the seeding rate for drill seeding
and the rate will be doubled if broadcast seeding is utilized.
Seeding will occur during the first favorable season after topsoil has been replaced,
graded and conditioned. The ideal seeding season for this mix would occur during
its dormant phase which would be after October 15 and prior to April 15. If soil
has been placed and prepared outside of these favorable seeding windows, a cover
crop of oats (in spring during the month of May) or sorghum (in summer June-
August) will be used to provide erosion and weed control as well as providing a
standing cover mulch prior to seeding with the permanent grass seed mix during
the next dormant seeding window. In early spring seeding(March-April)oats may
also be inter-seeded as a companion crop at a rate of 15-20 pounds per acre.
If soil is prepared after the spring/summer growing season, thereby requiring
dormant seeding (from October-March), straw mulch will be applied at 2 tons/acre
and crimped in following seeding.
CoProp LLC—Rodeo Dunes Mine Page 4 of 6
Construction Materials Regular Operation(112(c))Reclamation Permit Application Form
