The extraction will be conducted using front end loaders <br /> and trucks for transport to the processing area where the material will be screened to create <br /> a markable product.The reject material from the screening process will be transported back <br /> to the same unit where it was extracted and stockpiled until the unit is regraded at which <br /> time this material will be mixed into the surface of the regraded area. The site will graded <br /> to be relatively level compared to the pre-mining topography with 4H:1 V sideslopes <br /> around the perimeter. Topsoil will then be replaced at a depth of 6"-12" so that there will <br /> be a minimun of two feet of cover above the historic groundwater elevation which will <br /> prevent exposure of any groundwater to the atomosphere. <br /> After the mined area is regraded and topsoil had been reapplied,the soil will be graded out <br /> and conditioned using standard farm equipment.These areas will then be seeded with either <br /> the final approved rangeland seed mix or a cover crop depending on the time of year. This <br /> is detailed further below. <br /> (b) A comparison of the proposed post-mining land use to other land uses in the <br /> vicinity and to adopted state and local land use plans and programs.In those instances <br /> where the post-mining land use is for industrial, residential, or commercial purposes <br /> and such use is not reasonably assured, a plan for revegetation shall be submitted. <br /> Appropriate evidence supporting such reasonable assurance shall be submitted; <br /> The currently permitted area as well as the proposed affected land are rangeland with native <br /> grasses. Applicant does not intend to change the current land use. Upon completion of <br /> mining, the applicant intends to reclaim the mined area to rangeland with native grasses. <br /> This land use is consistent with land uses in the vicinity. <br /> (c) A description of how the Reclamation Plan will be implemented to meet each <br /> applicable requirement of Rule 3.1; <br /> This Exhibit and other Exhibits in this Application address all applicable requirements of <br /> Rule 3.1. Included with this exhibit are four Plan Sheets outlining the entire mining and <br /> reclamation sequence that will be used through the end of the project. Each of these sheets <br /> identifies all five phases of pre-mining,mining,grading,reclamation and post reclamation. <br /> This concept will then be applied in alpha sequential order A-P throughout the life of mine. <br /> The mine plan is divided into sixteen(16 Units(A-P)in two(2)Sections(North and South) <br /> by an east-west line located at the bottom of Unit A. A haul road running North to South <br /> will be constructed as needed and splits the proposed permit area almost exactly in half and <br /> is tangential to each of the units. The site will have a North Section comprised of five (5) <br /> Units(A-E)and the South Section will have 11 Units(G-P).The concept is for mining and <br /> reclamation to occur contemporaneously so as to minimize the amount of full disturbance <br /> and conduct reclamation in a timely manner. The order of mining and reclamation is <br /> structured to move in a counterclockwise direction in the North Section and a clockwise <br /> direction in the South Section.
