EXHIBIT E <br /> Rule 6.4.5 <br /> Reclamation Plan <br /> (1) In preparing the Reclamation Plan, the Operator/Applicant should be specific in terms <br /> of addressing such items as final grading (including drainage), seeding, fertilizing, <br /> revegetation (trees, shrubs, etc.), and topsoiling. Operators/Applicants are encouraged to <br /> allow flexibility in their plans by committing themselves to ranges of numbers (e.g., 6"-12" <br /> of topsoil) rather than specific figures. <br /> Reclamation of the permit area will return the site to a post-mining land use of rangeland, <br /> which is consistent with the surrounding area. Grading will be done, as necessary, to create a <br /> grade that conforms to the post-mining use of rangeland.Grading will also be done in a manner <br /> to control erosion and siltation of the affected lands, and to protect areas outside the affected <br /> land from slides and other damage. The final grade will slope very gently (0-1%) to the <br /> northeast with the perimeter slopes leading down to the pit floor at 4H:1V. <br /> Topsoil from the site will be replaced from where it was removed and will be reseeded with a <br /> mixture of native grasses to conform with the condition of the site prior to the operation. <br /> Seeding will occur on an ongoing basis during the first favorable season following topsoil <br /> replacement. <br /> (2) The Reclamation Plan shall include provisions for, or satisfactory explanation of, all <br /> general requirements for the type of reclamation proposed to be implemented by the <br /> Operator/Applicant.Reclamation shall be required on all the affected land.The Reclamation <br /> Plans shall include: <br /> (a) A description of the type(s) of reclamation the Operator/Applicant proposes to <br /> achieve in the reclamation of the affected land, why each was chosen, the amount of <br /> acreage accorded to each, and a general discussion of methods of reclamation as <br /> related to the mechanics of earthmoving; <br /> The entire permitted site will be reclaimed to rangeland which is compatible with the pre- <br /> mining land use and the adjacent surrounding property. The post-mining topography will <br /> be relatively level compared to the rolling sandhills that are currently present across the <br /> site, as these are the target of this mining operation. Six to twelve (6-12) inches of topsoil <br /> will be removed and replaced across the entire area. Most of the stripped topsoil will be <br /> live handled,meaning once it is removed, it will be direct hauled to a re-graded site behind <br /> the active mining area and placed in its final location prior to soil prep and seeding. Some <br /> of the initial topsoil that is stripped will be stockpiled and seeded for use later in the <br /> reclamation process.
