August 27, 2024 C-1981-035/King Coal Mine CCW <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 1 <br />Number of Complete Inspections this Fiscal Year: 1 <br /> <br /> Page 4 of 17 <br /> <br />The sump located on the east side of the cattle guard at the King II entrance was holding water during the <br />inspection. The silt fence at the sump’s outlet was stable and in good condition. There were no erosional features <br />observed. <br />The East (Photo 12) and West Clearwater Diversion Ditches were damp and muddy. The channels were observed <br />to be free from debris or blockages. The ditches were stable and no indications of erosion were seen. <br />Barn Area: <br />The barn area is on the north side of CR-120 in-between the King I and King II areas. The sump with a silt fence <br />outlet is located at this area. The sump was clear of debris and the silt fence was in good condition (Photo 13). <br />Sediment recently cleaned from the sump was stockpiled and awaiting removal from the area. <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br /> <br />Two coal waste piles are located at the King I mine area. The LRDA and URDA. The stockpile of refuse material <br />placed on the southern portion of the top of the pile was being placed and spread out on the northwest corner of the <br />URDA. The top of the pile gently sloped to the northeast. There were no portions of the pile where evidence of <br />ponded water was observed. The face of the URDA was stable with minor rills observed. The rills did not appear <br />to have increased in size or depth since previous Division inspections. At the time of the inspection the rills did <br />not appear to be affecting the URDA’s stability. If precipitation events begin to remove more material through the <br />rills, the operator will re-surface the face of the URDA <br />The work on extending the face of the LRDA to its design specifications had been completed by the time of the <br />inspection (Photo 14). The face of the pile was stable. One small slough at the base of the pile was observed. The <br />operator repaired the slough and submitted photos in their August 28 letter to the Division. On top of the LRDA <br />was a refuse stockpile that will eventually be transported to the URDA. The top of the pile had a gentle slope to <br />shed precipitation. There were no indications of ponded water on top of the pile. Reach 10 crosses the access to <br />the top of the LDRA from the haul road. During the inspection Reach 10 was open. The operator, when needed, <br />will temporarily smooth out a small portion of Reach 10 to allow haul trucks to dump refuse on top of the pile. <br />The operator immediately after re-shapes Reach 10 to the designed specifications. <br /> <br />ROADS – Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3), Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and <br />(6)/4.03.2(5) and (6), Reclamation 4.03.1(7)/4.03.2(7): <br /> <br />The haul road at King I was stable with minor rills from recent precipitation events. The small rills on the road did <br />not impact the road’s stability. <br />The main entrance and haul road at the King II area was in good repair. The road was stable with no erosional <br />features.
