There was no discharge from the pond’s outlet. The outlet was clear of blockages. The embankment of the <br />pond was vegetated and stable. There were no erosional features observed. <br />Two ditches adjacent to the portion of the haul road extending from the Lower Refuse Disposal Area (LRDA) and <br />the Upper Refuse Disposal Area (URDA) had become partly silted in from recent precipitation events. The upper <br />most ditch by the upper switchback and the middle ditch (Photo 3) by the lower switchback required cleaning. <br />The inlet to the culvert under the upper switchback was also partly silted in (Photo 4). The operator submitted a <br />letter to the Division on August 28, 2024 confirming that the ditches and culvert had been cleaned. The operator’s <br />letter has been attached to the end of this report for reference. <br />The section of Reach 10 that goes under the haul road was clear of debris and the culvert was also unobstructed. <br />The armored lining in Reach 10 just before the culvert inlet had some noticeable side-cutting from the recent <br />precipitation events (Photo 5). This section of Reach 10 was confirmed to be repaired in the operator’s letter. <br />Reach 13 extends down the east side of the LRDA to the facilities pad below the pile (Photo 6). The ditch was <br />observed to be clear of debris and stable. The inlet to the sump at the end of Reach 13 had become silted in (Photo <br />7). The operator was working on clearing the sump during the inspection. <br />The perimeter ditch below the LRDA was observed to be muddy from recent rains. The ditch was stable. There <br />was a small area located at the base of the LRDA, behind the old bath house, where a small slough had occurred <br />from the toe of the LRDA into the ditch (Photo 8). The base of the LRDA was confirmed to be repaired and the <br />ditch was cleaned as provided by photos in the operator’s August 28th Letter. <br />The culverts throughout the King I facilities pad were clear of debris and able to function as designed. No <br />erosional concerns were identified. <br />Both the East (Photo 9) and West Clearwater Ditches were damp during the inspection. The channels were clear <br />of debris and stable. There were no erosional concerns identified. <br />King II: <br />There is one sediment pond located at the southern end of the King II facilities area. The pond was impounding <br />water during the inspection (Photo 10). The level of water in the pond was below the primary outlet. The outlet <br />was clear of debris. The embankment was stable with vegetative cover. There were no indications of erosion. <br />Ditches throughout the coal processing facilities were observed to be clear of debris and damp. The ditches were <br />stable with no erosional concerns. <br />Culverts located within the coal processing are were observed to be clear of debris and functioning as designed <br />(Photo 11). <br />The sump located behind the hydrocarbons storage building was holding water at about half full capacity. The <br />sump was stable and there were no erosional features noted.
