(Please see 6.4.4(e) below.)
The first Phases will be Phases A-1 and B-1. Phase A-1 will begin in the far northeast
portion of Pit, soils unit Fo (a sand and gravel resource). The other initial Phase, B-1,
will begin in the far northwest portion of Pit, soils unit CyF (a cobble resource). Given
soils unit Fo is sand and gravel, we expect mining in soils unit Fo to proceed faster than
mining in soils unit Cyf.
The total acres to be stripped of topsoil in Phase A-1 (Soils Unit Fo) will be
approximately 24.4 acres. Next will be Phase B-1. Based on the Soils Report, this is little
to no topsoil to strip in Phase B-1 (Soils Unit CyF). The mineable acres in Phase B-1 are
approximately 13.9.
Prior to entering Phases, A-2 and B-2, the topsoil will be stripped and placed into the
operational best located topsoil stockpile. As stated above, little or no topsoil exists on
soils unit CyF.
These initial phases will be separated by a change in topographic grade. The area mined
in soil unit CyF will be 15-19 inches deep. Past that depth, native bedrock is
encountered. The Fo soil unit mined area is sixty plus inches deep of sand and gravel.
The difference between the two mined areas will create a slight drop off which will need
some combination of grading and/or backfill to create a 3H:1 V slope between the two
mined areas. (Please note product mining depths are estimates based on the soil survey
and may be more or less then stated.)
The upper twenty inches of soil unit is primarily topsoil and overburden. The entire
twenty inches may be used as topsoil. We therefore propose to use the topsoil and
overburden as a plant growth for reclamation. There will be a post mine elevation
difference between CyF and Fo where these units meet. The difference in topographic
elevation, post mining, will be further addressed in the reclamation section.
This approach will allow the resources(cobble, sand, and gravel)to be extracted, as
market demand requires. It will also allow reclamation to occur in phases as mining
moves across the site. Access, however, must be maintained between the processing site
and the Phase being mined as the operation moves to the Southeast.
13
