i <br /> Findings and Resolution <br /> Stroh Pit Special Re,*-ie-*N- <br /> Page 6 <br /> 2017. A PMIO and Crystalline Silica Air Pollution Dispersion <br /> Modeling Study was conducted for the project and submitted to the <br /> Larimer County Department of Health. The findings for silica exposure <br /> predicts 6 times less than the EPA recommended exposure limits. An <br /> application for a construction APEN will also be needed. The Health <br /> Department has evaluated the information provided by applicant and <br /> has found that it meets the relevant standards. The Health <br /> Department's comments provided a detailed analysis of the report and <br /> standards. The PMinand Crystalline Silica Air Pollution Dispersion <br /> Modeling Study was reviewed by Dr. Scott Phillips, M.D. medical <br /> toxicologist and Associate Professor at the University of Colorado who <br /> found no negative health impact to nearby residents, including sensitive <br /> populations. Applicant also testified to basic measures they will <br /> implement to meet air quality standards. <br /> Section 5.12 Water Quality: Tile applicant has submitted information <br /> with respect to the needed discharge permits. Drainage Plans were <br /> conducted in 2009 and approved by Larimer County Engineering. A <br /> Colorado Department of Public Health and Environment Discharge <br /> Permit and Stonnwater Management Plan was submitted by the <br /> applicant to the State in July 2017. A final pen-nit will be issued prior <br /> to beginning earthwork. Additionally, stormwater and dewatering <br /> outfalls will be sampled as part of the state Discharge Monitoring <br /> Report requirements. Water pumped from the pit will be routed <br /> through the Kirtright pond to allow settling of sediment before <br /> discharging to the river. All fuel storage will occur outside of the <br /> floodplain and a Spill Prevention control and Countermeasure Plan <br /> (SPCC) will be implemented. A rapid re-vegetation of disturbed areas <br /> will be implemented thereby reducing exposed sediment. <br /> Section S.16 Fences: Any perimeter fencing for the project will be <br /> required to comply with the requirements in Section S.16.2. <br /> Section 5.15 Site Lighting_ Any site lighting will be required to comply <br /> with the provisions of this section and the standards. <br /> d. The proposed use it-ill not result in a substantial adi,erse iinpact on <br /> property-in the r-icinity of the subject property,. <br /> The application referrals have noted the potential for impacts of noise, air and <br /> water quality. Air and Water Quality have been considered and addressed as stated <br /> above.
