Findings and Resolution <br /> Stroh Pit Special Review <br /> Page 5 <br /> and the applicant has agreed not to use the CR 20E bridge over I-25 due <br /> to turning and width issues. The hauling and construction activities <br /> will be coordinated with the impending work on I-25 which includes <br /> work on the Hwy 402/I-25 interchange. <br /> Section 8.2 Wetland Areas: County Maps show the site as having <br /> wetlands: the plan shows any possible wetland areas will be avoided. <br /> The Army Corps of Engineers concurs with this detennination. <br /> Section 8.3 Hazard Areas: County Maps show the site as having flood <br /> hazards associated with the Big Thompson River. A floodplain <br /> development permit has been approved. This floodplain approval will <br /> be modified to reflect the conveyor supports which would be located in <br /> the floodplain. <br /> Section 8.4 Wildlife: The principle wildlife issue at this site is the <br /> identified Preble's Meadow Jumping Mouse habitat. The US Fish and <br /> Wildlife Service has cleared the site for conflicts with this habitat. The <br /> Development Review Team evaluated the plan for the site and use and <br /> no conflicts were identified. No comments were provided by the <br /> Colorado Division of Parks and Wildlife. <br /> Section 8.5 Landscaping: Screening of the operation is proposed to be <br /> through the construction of 10-15-foot-tall berms that would follow the <br /> removal of mining site overburden. The Board finds that these berms <br /> will reasonably screen homes from the view of the mine, although some <br /> two-story residences will still have some view of the operations. These <br /> berms are also proposed for noise mitigation. The reclamation plan, <br /> which is regulated and permitted by the State of Colorado proposes to <br /> remove the berms, partially fill the excavations and create two lakes as <br /> future water storage. <br /> Section 8.6 Off Road Parkin{ Standards: Off road parking is not seen <br /> to be an issue with this request. <br /> Section 8.10 Signs: Any proposed signs will require sign permits <br /> through the approval of a sign plan, which would occur with the Site <br /> Plan Review. <br /> Section 8.11 Air Quality: The applicant submitted air quality <br /> information related to the dust potential at this site. An application for <br /> an Air Pollutant Emission Notice(APEN) for site disturbance was <br /> submitted to the Colorado Department of Public Health and <br /> Environment(CDPHE) Air Pollution Control Division (APCD) in July <br /> 5 <br />
