Strong or excessive <br />winds are not commonplace in the vicinity of the planned TCC operation; <br />therefore, planting of any special windbreak vegetation will not be <br />undertaken. <br />Blasting <br />No blasting will. take place at the loadout facilities. <br />Burning Coal <br />All coal storage areas will be routinely inspected. If any coal is <br />found burning or smoldering, it will be separated and extinguished by <br />burying or smothering. <br />Fish and Wildlife Plan <br />• Impacts on the fish and wildlife resources in the vicinity of the <br />planned TCC loadout will be minimal. TCC will implement the operational <br />and subsequent reclamation plan in such a way as to avoid major <br />disturbance to habitats either within the facilities area or adjacent <br />areas. On those areas where surface disturbance cannot be avoided, <br />mitigation measures such as proper road location and adequate sediment <br />control are called for by the operational plan. In all instances <br />disturbances will be limited to areas needed for the actual location of <br />the loadout facility, storage of coal, and storage of topsoil, with a <br />commitment that all disturbed lands will be reclaimed as soon as <br />possible after the loadout activities cease to restore the necessary <br />environmental balances. <br />The disturbance of soils in the land affected by the loadout facilities <br />will be kept to a minimum through a proper positioning of roads and <br />facilities.
