• the loadout operation will be maintained by a motor grader or similar <br />equipment to remove any coal, rock, soil or any other debris. Smooth <br />and clean road surfaces are essential for not only minimizing dust, but <br />also for allowing efficient and economic use of the coal haulage <br />equipment. A strict speed limit will be implemented for all roads <br />within the facility area to control dust. Speed limits will be set at <br />15 miles per hour for all vehicles and equipment. No travel of <br />unauthorized vehicles will be allowed on any area other than established <br />roads or working areas. Employee vehicles and any haulage equipment <br />will also be restricted to the established roads and working areas. <br />Crushing, Handling and Loadout Facilities. The crushing, conveying and <br />loadout operations of TCC will be equipped with a water spray system at <br />strategic places to control dust. Coal transfer points on the conveyor <br />will likewise be equipped with water sprays. The truck hopper and rail <br />loadout facility will be designed to prevent excessive dust. Radial <br />stackers with height adjustment will be used to•minimize dust emissions <br />at the coal stockpile. <br />Dust from the existing underground mines and associated coal crushing <br />and loadout facilities in the North Fork of the Gunnison River has not <br />been a problem because of the infrequency of strong winds in the <br />vicinity of these operations. No thermal dryers are to be used at the <br />facility. <br />Disturbance <br />TCC plans to keep the land area affected by the loadout facilities to a <br />minimum. Topsoil will be removed only to the extent necessary to <br />accommodate the planned loadout facilities. Likewise, the topsoil will <br />not be rehandled once it is initially removed until required during <br />reclamation. <br />Reclamation of the facilities within the permit area will commence as <br />contemporaneously as possible after loadout operations have ceased. A <br />water truck will be available to keep any dusty conditions under control <br />2.05-17 <br />
