2.05 – 16R <br />Rev. 2/16/2024 MR-34 <br /> <br />2.05.5 Post-mining Land Use <br /> <br />Oxbow Mining, LLC (Oxbow) desires to establish a multiuse storage facility, at the former <br />Terror Creek Loadout property. The multiuse storage will accommodate construction materials <br />such as, but not be limited to, sand, gravel, and heavy equipment in addition to RV/Boat storage. <br />A temporary fabric building will be assembled to provide dry storage. 6 foot chain-link fencing <br />with barbed wire extensions may be built to provide security for storage areas. <br /> <br />The reclamation plan will leave the facility pads at the property in the present configuration, <br />while demolishing concrete walls and footers, and filling holes and tunnels. <br /> <br />The approval of Permit Revision 1 (PR-1) allowed the 13.0 acres described as disturbed area to <br />remain as an industrial /commercial post mining land use. <br /> <br />The Post Disturbance Topography is shown on Map 10. The layout provides up to 4 acres of <br />multiuse operational and construction storage. Map 12 of this PAP contains cross sections A-A’, <br />B-B’ and C-C’. With PR-1 approval, the Present Configuration shown in the drawing becomes <br />the revised post mining configuration. Map 13 of this PAP contains cross sections D-D’ through <br />J-J’. The Present Configuration now represents the revised post mining configuration. <br /> <br />The Main haul road down to its intersection with the facility pad will be left in place to provide <br />access. The upper garage/shop has been removed with earlier equipment removal, but its <br />foundation, 40’ x 80’, will also be left in place, should a new similar building be required for <br />alternate uses. The office and outbuilding will be left in place for continued office and storage <br />services for the multiuse storage facility. Because Oxbow is both the permittee and landowner, <br />this description serves as a letter from the landowner requesting that the above facilities be <br />retained for future use. <br /> <br />2.05.6 Mitigation of the Impacts of the Loadout Operations <br /> <br />Air Pollution Control Plan <br />Oxbow will maintain fugitive dust control measures as an integral part of all loadout and <br />reclamation activities. The principal fugitive dust control practices will be as follows: <br />Roads <br />During times of reclamation activity, a dust suppression program for roads at the site will be <br />followed. Primary dust suppression will involve periodic watering during dry months as needed <br />to control fugitive dust. The main roads will be paved or surfaced with gravel. The roads at
