• The methods to determine vegetation success will comply with <br />Section 4.15.7 of the Regulations of the Colorado Mined Land <br />Reclamation Board for Coal Mining. <br />Reclamation Soil Testing Plan <br />In order to assure that the reapplied topsoil will support the <br />planned land use following site reclamation, a soil sampling <br />program will be implemented. After spreading the topsoil on the <br />regraded area, several soil samples will be taken and sent to a <br />qualified laboratory for analyses. <br />Specific parameters to be sampled are nitrate nitrogen reported as <br />parts per million (ppm), organic matter to determine the nitrate - <br />producing potential, phosphorus in parts per million (ppm); and <br />potassium in parts per million (ppm). <br />Based on the soils analyses, directly following reapplication of <br />the soils, the final recommended rates for fertilization will be <br />determined and applied to the topsoil prior to seeding. <br />Non -Coal Waste <br />• Waste oil generated by the operation will be temporarily stored on <br />site in barrels and in the stoker oil tank which is located at the <br />coal yard. The waste oil will be consumptively used by spraying it <br />on stoker coal to satisfy customer requirements. <br />Waste paper, lumber, shipping containers, cardboard etc. will be <br />stored in a container or dumpster designed for that purpose. The <br />waste will be accumulated and periodically hauled to the Delta <br />County landfill for final disposal. One trash container will be <br />placed near the office shop area and another will be located at the <br />coal yard. Used tires, pallets and other miscellaneous refuse will <br />be stored in an orderly controlled manner, in the coal yard, and <br />will also occasionally be hauled to the Delta County landfill. <br />Scrap steel, pipe etc. will be placed in a storage bin which is <br />located in the coal yard. The scrap steel, pipe etc. will <br />periodically be picked up by a salvage company for final disposal. <br />TCC has cut down the most of the fruit trees that existed in the <br />fields within the permit area. During 1993 and/or 1994 TCC will <br />stack the tree stumps, branches etc. in convenient locations for <br />disposal by burning.
