STORMWATER MANAGEMENT PLAN MORRISON QUARRY
REVISION NO.8 1 August 2022 CERTIFICATION NO.COG500320
This SWMP will be promptly revised if the inspection reveals evidence of new pollutant
sources or the need for new pollution prevention measures. Revisions will be made within
two weeks of the inspection and will be documented in the amendment schedule at the
beginning of this document. They will also be included in the annual report.
6. MONITORING
CDPHE WQCD defines monitoring requirements for each facility in the Certification to Discharge.
The required monitoring for this facility includes Quarterly Visual Monitoring and Process Water
Discharge Monitoring. Laboratory samples are required for process water monitoring as defined
in the Certification to Discharge. Quarterly visual monitoring forms are included in Appendix C.
Completed forms shall be kept with the stormwater records in the facility's STORMWATER BINDER
IN APPENDIX F. If a visual assessment indicates that control measures for the facility are
inadequate or not being properly operated and maintained, the facility must conduct
corrective actions as described in Section 7 of this SWMP.
Quarterly, during a discharge event a perimeter walk must be performed. In the event of an
offsite discharge is observed during the following visual monitoring shall be performed. IF NO
DISCHARGE IS OBSERVED, THAT WILL BE NOTED ON THE QUARTERLY VISUAL INSPECTION FORM
AND KEPT IN THE FACILITY'S STORMWATER BINDER IN APPENDIX F.
6.1 DISCHARGE EVENTS
Visual monitoring is not required to be conducted during a measurable storm event for
any stormwater outfalls due to the exception allowed in Part I.H.7 of the permit.
Additionally, stormwater at this facility is only discharged through permitted process
water outfalls and applicable effluent limitations apply.
A measurable storm event is defined as follows:
• Rain Event - An event that results in actual discharge at the facility and follows the
preceding storm event by at least 72 hours (three days); or
• Snow Event-A snowmelt event where measurable discharge occurs from the facility.
Visual monitoring must be collected within the first 30 minutes of a measurable storm
event. If it is not possible to collect the sample within the first 30 minutes of a measurable
storm event, the sample must be collected as soon as practicable after the first 30
minutes. In the case of a snowmelt, sample must only be taken during a period with
measurable discharge.
23
