Regraded spoil will be mechanically loosened and mixed by ripping or approved <br /> alternate forms of scarification in order to decrease compaction, increase aeration and <br /> water movement, and increase plant rooting depths. Bench 1 Surface spoil and Bench <br /> 1 Subsoil Substitute are sampled for the criteria in Table 2.05.4(2)(d)-lA and 1B prior <br /> to topsoil replacement. Subsection 5.0 of Section 2.05.4(2)(d) describes the mitigation <br /> plan that will be employed for surface spoil that is found to be unsuitable. <br /> Topsoil handling and placement procedures are described in Section 2.05.4(2)(d) <br /> beginning with Subsection 10.0. The testing plan to be utilized to verify the suitability <br /> of topsoil replaced is detailed in Subsection 14.0, while Subsection 15.0 describes the <br /> remediation process to be followed should a soil sample parameter fall outside of the <br /> allowable limits. <br /> V. Sealing of Drilled Holes and Underground Openings <br /> The Division will require that each hole, well or other underground opening be capped, <br /> sealed, backfilled, or otherwise properly managed (4.07.3). <br /> VI. Use of Explosives <br /> A. The applicant had proposed in previous permit terms to conduct blasting within 1,000 <br /> feet of buildings used as dwellings, public building, school, church or community <br /> building, and within 500 feet of facilities such as gasoline or water and sewage lines and <br /> abandoned underground mines. The Division approved these lesser distances based <br /> upon pre-blasting surveys, seismic investigations, and other appropriate investigations <br /> (4.08.4(7)). Mining activities ceased in 2013. As a result, blasting at the New Horizon <br /> Mine also ceased in 2013. <br /> B. The Division approved the use of seismograph recorders to aide in the design of blasts <br /> to determine maximum weight of explosives per delay. The design is based upon <br /> cumulative seismograph records of each blast. The designs ensure that blasts will not <br /> result in a failure and comply with the limitations of 4.08.4(10) at a 95 percent level of <br /> confidence. (4.08.6(2)). <br /> VIL Disposal of Excess Spoil <br /> There is no permanent disposal of excess spoil proposed for the New Horizon Mine. <br /> VIIL Coal Mine Waste Banks <br /> There are no coal processing facilities, nor are coal mine waste banks proposed. All of the <br /> coal was transported to the power station by a transportation contractor. <br /> IX. Coal Mine Waste <br /> 26 <br />
