Reject rock from a rotary breaker at the power plant was never transported back to the mine
site and deposited at the pit. The Nucla Power Plant is no longer in operation and has been
decommissioned.
X. Backfilling and Grading
A. The Division has approved the applicant's plan for disposal of acid-forming or toxic
materials in a manner designed to prevent contamination of ground or surface waters
(4.14.3(l)(a)).
B. Backfilling and grading of the overburden occurs simultaneously with overburden
removal. The generation of excess overburden is not anticipated. Map 2.05.3-1 gives
a cross-sectional view of the typical mining process.
C. Permit details on backfilling and grading are provided in Section 2.05.4(2)(c). The
proposed post-mining topography is depicted on Map 2.05.4-1. This map also includes
a series of cross sections which provide comparisons of the pre-mining ground surface
with the proposed post-mining elevations.
XL Revegetation
The proposed revegetation plan is designed for the post-mining land uses of irrigated pasture,
cropland-irrigated alfalfa hay and dryland pasture. All revegetation plans are discussed in
Section 2.05.4 (2)(e).
A. Introduced Species
The Division proposes to approve the use of introduced species in the reclamation seed
mix. The applicant has submitted information that shows that the introduced species
are desirable and necessary to achieve the approved post-mining land use, and are not
poisonous or noxious (4.15.2).
Seed mixes number 2 and 3 are temporary seed mixes. Introduced species in these
mixes will facilitate site stabilization and provide organic matter when incorporated into
the topsoil prior to permanent seeding.
Seed mix numbers 5 and 6 are for the reclaimed irrigated pastureland. All species are
in these mixes are introduced and were selected as beneficial for grazing purposes as
discussed in Section 2.05.4(2)(e).
Seed mix number 7 is for the cropland — irrigated alfalfa hay. A companion crop of
triticale or an alternative winter annual grain will be seeded along with the alfalfa.
27
