I. Probable Hydrologic Consequences
A detailed analysis of the Probable Hydrologic Consequences has been prepared by
ERMR and is contained in Section 2.05.6(3) of the permit application package.
Overall, the impacts of mining and runoff from the reclaimed areas to ground water
quality and receiving streams was found to be of minimal significance, although they
occur for a lengthy period of time.
J. Water Rights
The water augmentation plan is found in Section 2.05.6(3), Attachment 2.05.6(3)-2.
ERMR has acquired approval from the Colorado Water Court for this augmentation plan
and has a completed well permit for use of water from Pond 007, which was transferred
to the landowner. Pond 007 was released under SL-19 and is no longer permitted within
the New Horizon Mine's Permit Application Package.
IV. Topsoil
Topsoiling operations have been completed for areas east of 2700 Road, with the exception
of the support facilities area. Reclamation activities are continuing to the west of 2700 Road.
A. Salvage
Topsoil salvage thicknesses and stripping procedures are described in Subsection 16 of
Section 2.04.9.
No additional plans have been approved to salvage topsoil beyond what has currently
been disturbed.
B. Storage
This topsoil pile locations are illustrated on Map 2.05.4-9 and the details are described
in Section 2.05.4(2)(d) subsection 8.0.
C. Redistribution
Details regarding redistribution of topsoil are found in Section 2.05.4(2)(d). ERMR has
established multiple zones for topsoil replacement as shown on Map 2.05.4-4. The
zones are based on the volume of topsoil salvaged from each area and represent the
depths of topsoil to be replaced in each area. For the designated prime farmlands, a
minimum of 48 inches will be replaced in two separate lifts. Spoil and Soil Suitability
Criteria are presented in Table 2.05.4(2)(d)-lA for the Morgan prime farmland and in
Table 2.05.4(2)(d)-1B for the remaining areas (those north of BB Road).
25
