The Division has reviewed the surface and ground water monitoring plans as part <br /> of the renewal process. These monitoring plans are adequate to monitor for the <br /> development of impacts, if any should develop (4.05.13(2)). <br /> IV. Topsoil —Rule 4.06 <br /> Replaced soils that were stockpiled will be chisel plowed in addition to contour <br /> furrowed. These soils will be drill seeded as soon as practicable following topsoil <br /> replacement. Stockpiled topsoil not utilized at Energy Mine No. 3 has been <br /> transferred to the Foidel Creek permit for distribution at the Fish Creek Tipple. <br /> An alternative treatment to eliminate slippage surfaces, relieve compaction, and <br /> provide for root penetration is approved. This treatment will consist of chisel plowing <br /> (4.06.4(1)). <br /> V. Sealing of Drilled Holes and Underground Openings—Rule 4.07 <br /> The Division will require that each hole, well or other underground opening be <br /> capped, sealed, backfilled, or otherwise properly managed (4.07.3). <br /> VI. Use of Explosives—Rule 4.08 <br /> The explosives area at the Foidel Creek Mine was transferred from Mine No. 1, Mine <br /> No. 2, and Eckman Park Mine, Permit No. C-81-071. Surface blasting is limited to 5 <br /> pounds of explosives. No specific approvals are granted to the applicant under this <br /> section. <br /> VII. Disposal of Excess Spoil —Rule 4.09 <br /> No specific approvals are granted to the applicant under this section <br /> VIII. Coal Mine Waste Banks—Rule 4.10 <br /> Technical Revision No. 21 (TR-21) approved a coal waste pile south of Pond D at the <br /> main facility area of the Foidel Creek mine. The coal waste pile configuration is a <br /> side-hill design with a maximum estimated volume of 3 million cubic yards of coal <br /> mine waste. The source of the waste is two wash plants which process any low quality <br /> coal product produced by mining, or low quality coal not processed. The Division <br /> approves the design and any alternative specifications as represented in Exhibit 26A of <br /> the PAP (4.10.1(1)). <br /> An expansion to the coal mine waste pile was approved with Technical Revision No. <br /> 67 (TR-67). The waste pile expansion provides for approximately 20.0 million cubic <br /> yards of additional refuse placement capacity of the waste pile. The following <br /> stipulation was attached with TR-67 and was complied with as a result of Permit <br /> Renewal (RN-06): <br /> Foidel Creek Mine 28 August 4,2023 <br />
