3.1.9 Topsoiling <br /> Cheyenne County will follow these conditions. A note containing these conditions <br /> was placed on Exhibit F. <br /> 3.1.10 Revegetation <br /> Cheyenne County will request the NRCS to prepare a comprehensive reclamation <br /> plan that addresses all conditions in this section. <br /> 3.1.11 Buildings and Structures <br /> No permanent buildings or structures are present or will be constructed on the site. <br /> 3.1.12 Signs and Markers <br /> Cheyenne County will follow these conditions. <br /> 3.1.13 Spill Reporting <br /> Cheyenne County will follow these conditions. <br /> (e) Implementation Schedule <br /> Reclamation will be completed upon reaching the final grades across the whole mine. <br /> The mine will be reclaimed and closed in the following general manner: <br /> 1. Permanent stormwater controls are not required since the area will be mined to drain <br /> all stormwater off-site by way of the natural drainage on the west site boundary. <br /> 2. The post-mining surface will be regraded to conform to the final topography shown <br /> on Exhibit F. <br /> 3. The area will be tilled to facilitate blending with the overlying topsoil; <br /> 4. A minimum of 0.5-feet of topsoil,the approximate original thickness, will be placed <br /> on the prepared subgrade. <br /> 5. The area will be revegetated using a seed mixture, planting, fertilization and watering <br /> schemes obtained from the local NRCS field office. <br /> 6. Grazing will be prohibited in the entire permit area during mining operations. NRCS <br /> will be consulted before grazing can commence following all closure and <br /> revegetation activities. <br /> (d) Topsoil segregation, preservation and replacement <br /> All upper soil horizons to be used in reconstructing the soil shall be removed from the <br /> immediate area before mining. The upper soil horizon shall be removed for use as surface <br /> E-3 <br />
