soil on disturbed areas. If the upper soil horizon is less than 6 inches thick, enough
material other than bedrock immediately below the upper horizon can be removed and
used to obtain this thickness. Topsoil will be stockpiled and protected from wind and
water erosion and from unnecessary compaction. Topsoil will be replaced when mining
operations are completed. The revegetation plan will consist of a preferred species of
pastureland grasses to be planted as well as the method and rates of seeding and planting
will be followed that the NRCS recommends. The sufficient amount of seeding will be
available when needed to plant. Seeding will take place after appropriate grading is
finished.
(e) Time estimates or schedule of the following
(iv) Reclamation will be completed at the end of excavation of mined materials as
agreed to by Cheyenne County and the land owner.
(v) Cheyenne County will grade the mined area to the final grading plan included
with Exhibit F once mining is complete and reclamation activities will
commence.
(vi) For every 1-2 acres affected in the mining site, the phase of appropriate
reclamation will begin, except for seeding.
(f) A description of each of the following
(vii) Exhibit F includes the final grading plan. The floors of the proposed
extension will have a final grade of approximately 0.5 percent to the north to
the natural drainage on the west permit boundary. The high walls around the
perimeter of the mined area will all have nominal 3:1 slope.
(viii) Cheyenne County will have NRCS prepare a revegetation plan that addresses
each of the above conditions.
(ix) Cheyenne County will have NRCS prepare a revegetation plan that addresses
each of the conditions.
(x) Cheyenne County will have NRCS prepare a revegetation plan that addresses
each.
(xi) Topsoil will be stockpiled and stored for reuse as discussed in this permit.
The topsoil thickness is estimated at 0.5 feet. Cheyenne County will monitor
the topsoil thickness as it is stripped to stockpiling, and it will replace the
topsoil at the same approximate thickness.
E-4
