28. Include a description of the size and location of each area to be reclaimed <br /> during each mining phase. State within each mining stage and site wide the <br /> number of acres associated with each reclamation land type. <br /> See Section 5.2. Phase 1 (Site Development and Grading) includes the reclamation <br /> of the perimeter berm, via application of salvaged topsoil and the specified upland <br /> seed mix to 2.87 acres. Phase 2 (Mining Preparation) does not involve additional <br /> reclamation activities. Phase 3 (Mining Extraction) includes the reclamation of the <br /> pond perimeter, via construction of the 6-ft wide wetland fringe, application of <br /> salvaged topsoil and the specified wetland seed mix. The wetland reclamation <br /> area totals 0.70 acres. Phase 4 (Reclamation) would not involve any new <br /> reclamation acreage, only the assessment and address of any performance issues <br /> with the reclamation already completed. The remainder of the Affected Lands <br /> would be the open waters of the pond (9.55 acres), and the surface of the <br /> Operations Area (1.86 acres), which is to be retained for IHC Scott's use for <br /> equipment storage. <br /> 29.Outline which tasks within each mining phase can be completed immediately <br /> after completion of mining and which tasks are associated with project <br /> completion and will remain until the entire site is reclaimed. <br /> Activities after the completion of mining are summarized in Section 5.2.8. In <br /> summary, since reclamation is proposed to proceed in concert with mining, the <br /> only activity after mining is complete is removal of processing equipment from the <br /> Operations Area and assessment of the site conditions with regard to the <br /> Reclamation Performance Standards, with corrective measures taken if needed. <br /> 30.Who developed the seed mixes on Figure 16 Exhibit E2? The Division has <br /> concerns regarding the appropriateness of species selected and their <br /> application rated. <br /> The seed mixes were reviewed and approved by the local NRCS office (S. Jaouen, <br /> 10/20/20), at the request of DRMS. <br /> 31.Specifically the upland seed mix on Table 1 only contains one overlapping <br /> species with Section 4.4.1 Upland pasture. Similarly Table 2 also only has one <br /> overlapping species for Section 4.4.2 Herbaceous Emergent Wetlands. <br /> Section 4.4.1 describes the dominant species in the upland pastures, but not the <br /> desirable species. The existing pasturelands are heavily colonized by undesirable <br /> ruderal species as a result of long term historic grazing pressure. The upland seed <br /> mix on Table 1 includes species that are (a) commercially available, (b) present on <br /> the site in small quantities, (c) desirable and well-suited to the site. Section 4.4.2 <br /> is titled, and describes, Riparian Woodland/Shrubland vegetation that exists on the <br /> property. Herbaceous Emergent Wetlands were described in a previous version of <br /> the permit application, but have been removed because the extent of the <br /> Affected Lands has been reduced to avoid all wetland areas. Therefore wetland <br /> vegetation no longer occurs within the Affected Lands, and no overlap of the <br /> wetland mix with the reported existing vegetation would be expected.
