The text in Section 6.2 was revised as stated in item 11 above, to clarify the
potential Wildlife Habitat (WL) use of the property post-mining.
16.The comparison of the proposed post-mining land use to other land uses in the
vicinity is inadequate per Rule 6.4.5(2)(b).
The text in Section 6.2 was revised to address conformance of the proposed post-
mining land use to "adopted local land use plans and programs" per the
requirements of Rule 6.4.5(2)(b), specifically the Garfield County Land Use and
Development Code, the Garfield County Comprehensive Plan, and the Silt Urban
Growth Area.
17.Commit to revegetating all topsoil stockpiles that are stored for more than 180
days per Rule 3.1.9.
The text in Section 6.3 has been revised to clarify that all topsoil stockpiles stored
for more than 180 days will be stabilized using the Upland Seed Mix. Most of the
topsoil derived from the site will be used to construct and surface the perimeter
berms. Excess topsoil beyond that needed to surface the berms will be stored at
the Operations Area for sale and will be seeded with the same upland mix.
18.What is the temporary seed mix mentioned in Section 6.3.3.1? Provide the
species, variety, rate (# PLS/Ac), application methods and mulching rates and
methods if applicable.
The text in Section 6.3.3 was revised to clarify that no temporary seed mix is
proposed, and that all natural surface areas of the project will be seeded with the
permanent upland seed mix. Reclamation will proceed in concert with the
expansion of the mine pit, which obviates the need for temporary stabilization.
19.Section 6.3.2 "The site will need to take on fill dirt for a source of a disposal
area for clean dirt and to fill part of the pit, minimizing the size of the pond
and reducing evaporation potential." This statement is unclear as to what it's
trying to be communicate.
This sentence has been reworded to, "if necessary, additional spoils will be used
to fill part of the pond."
20.Section 6.1.1.1 states "No inert structural fill generated outside of the
approved permit will be backfilled into the mining pit." If the statement in
section 6.3.2 is intending to say that imported material will be used to backfill
slopes and decrease overall pond size the statement in 6.1.1.1 is contradictory
as it does not allow for the importation of inert material.
The sentence in Section 6.3.2 has been revised.
21.Please revise the timeline stated in Section 6.3.3.1 since work at the site will
not have started in the summer of 2022. If needed please update if a
temporary seed mix will be used due to the adjusted timeline.
