11.Will fuel or other hydrocarbons be stored on site? If so please describe how <br /> they will be stored, spill prevention and general measures to protect the <br /> hydrologic balance. <br /> Section 5.2.2.1, Mining Methods and Earthmoving recognizes the installation of <br /> secondary containment structures associated with the requirements of a Spill <br /> Prevention, Control, and Countermeasure Plan as part of Phase 2. Attachment A, <br /> drawings, Sheet 13, provides details regarding the SPCC containment structures <br /> and is also included in Figure 1 of this memorandum. <br /> 6.4.5 EXHIBIT E - Reclamation Plan <br /> 12.Exhibit E1, Figure 14, needs to have a map legend included. <br /> Exhibit Ell, Figure 14, has been updated to include a legend. <br /> 13.Section 6.0 needs to state the post mining land use not just a statement that <br /> the land will be restored back to natural conditions. The post mining land use <br /> of having a pond remain is different than the pre-mining site conditions. <br /> The following narrative has been included in Section 6.2, "The post mining land <br /> use will be passive wildlife habitat, consisting primarily of the open water of the <br /> pond, with a wetland vegetation fringe and upland reclamation grasslands as <br /> described. The post mining pond will not have a direct surface hydrologic <br /> connection to downstream waters of the Colorado River, but will be connected via <br /> shallow alluvial groundwater through the underlying permeable gravels. The water <br /> level of the pond is expected to fluctuate in concert with the natural fluctuations <br /> of the river's water table, and will also continue to receive irrigation tailwater <br /> discharges from the ditch. Wildlife use is expected to include incidental use by <br /> waterfowl and big game for foraging. The woody vegetation in the wetland fringe <br /> is likely to support migratory bird nesting once it has matured, and the pond will <br /> support micro- and macroi nve rteb rate assemblages, amphibians (primarily <br /> bullfrogs), and naturalized carp populations that already existing in the tailwater <br /> channel under current conditions." <br /> 14. Include the seed mixes planned to be utilized at the site in Section 6.1.1.6, as <br /> well as, the Exhibit or Attachment in the permit application where the seed <br /> mixes are located. <br /> The upland and wetland seeding and planting mixes included in Exhibit E2, Figure <br /> 15 have been inserted into this section of the document. <br /> 15.Section 6.2 states "The post mining land use will be a pond." This would <br /> indicate a use as a water resource however according to the application form <br /> the post-mining land use is "recreation". Please clarify. <br /> The Application, Item #12 [Primary future (Post-mining) land use], indicates that <br /> the use of the pond could be Wildlife Habitat (WL). The use or indication of a <br /> recreation post-mining land use was an oversight on the previous application. <br />
