PART <br /> Page 6 of 67 <br /> Permit No.: COG500000 <br /> i. industrial plant yards; <br /> ii. immediate access roads and rail lines used or traveled by carriers of raw materials, manufactured products, waste <br /> material,or by-products used or created by the facility; <br /> iii. material handling sites, including those used for asphalt and concrete recycling activities,asphalt batch plants,and <br /> concrete batch plants; <br /> iv. sites used for storage and maintenance of material handling equipment; <br /> v. shipping and receiving areas; <br /> vi. manufacturing buildings,including asphalt batch plants and concrete batch plants; <br /> v. storage areas and stockpiles of raw material, intermediate products,byproducts,finished products or waste <br /> products(including topsoil,overburden,and materials associated with asphalt and concrete recycling activities, <br /> asphalt batch plants,and concrete batch plants); <br /> vii. areas where industrial activity has taken place in the past and significant materials remain and are exposed to <br /> stormwater; <br /> viii. all disturbed areas(other than those subject to the process water discharge provisions above),including mine pit <br /> out slopes; and, <br /> ix. stormwater run-on that commingles with stormwater discharges associated with sand and gravel mining and <br /> processing. <br /> c. Allowable non-stormwater discharges: <br /> The following non-stormwater discharges, as applicable to a facility,are authorized by this permit provided that appropriate <br /> control measures are implemented to minimize erosion and sediment transport resulting from such discharges,and the <br /> non-stormwater component(s)of the discharge and the control measure(s) used are identified in the Stormwater <br /> Management Plan (SWMP): <br /> i. Uncontaminated condensate (external atmospheric condensation,only)from air conditioners,coolers,and other <br /> compressors and from the outside storage of refrigerated gases or liquids; <br /> ii. Landscape(including reclamation activities)watering provided all pesticides,herbicides,and fertilizer have been <br /> applied in accordance with the approved labeling; <br /> iii. Incidental windblown mist from cooling towers that collects on rooftops or adjacent portions of the facility, but <br /> not intentional discharges from the cooling tower(e.g., "piped"cooling tower blow down or drains); and <br /> iv. Process water discharges as characterized in Part I.A.1.a above. <br /> 2. Limitations on Coverage <br /> This permit does not authorize the discharges or activities listed below. Permittees may seek individual or alternate general <br /> permit coverage for such discharges,as appropriate and available. <br /> a. Stormwater discharges associated with construction activity that disturbs one acre or more; <br /> b. Process water discharges from asphalt batch plants(resulting from the production of asphalt concrete); <br /> c. Process water discharges from concrete batch plants, including drum and truck wash water; <br /> d. Stormwater and process water discharges from placer mining industrial activities(SIC Major Group 10); <br /> e. Discharges to receiving waters designated as"outstanding waters" in accordance with 5 CCR 1002-31(Regulation 31- <br /> The Basic Standards and Methodologies For Surface Water); <br /> f. Discharges that are currently covered under an individual permit or an alternative general permit; <br /> g. Discharges of non-stormwater,except those authorized non-stormwater discharges listed in Part I.A.1.c; <br /> h. Discharges currently covered by a Division Low Risk Guidance Document; <br /> i. Process water discharges solely to ground water if such discharges are subject to direct regulation by the EPA or by <br /> implementing agencies under Section 25-8-202(7)of the Water Quality Control Act or Senate Bill 181(including the <br /> Division of Reclamation, Mining and Safety).This exclusion does not apply to discharges to groundwater that have a <br /> hydrologic connection to surface waters and for which the Division determines the surface waters requirements of <br /> Regulations 31 through 39,and 61 apply; <br />
