PART <br /> Page 5 of 67 <br /> Permit No.: COG500000 <br /> PART I <br /> A. COVERAGE UNDER THIS PERMIT — Process water and stormwater <br /> 1. Activities Covered <br /> This permit authorizes the discharge of process water and stormwater runoff to surface waters of the state,from active and <br /> inactive eligible facilities engaged in mining and processing of sand and gravel (and other nonmetallic minerals,except fuel). <br /> Such facilities are described by Standard Industrial Classification (SIC)Code Major Group 14, unless a specific SIC code is made <br /> ineligible under Part I.A.2. of this permit. Appendix A provides a description of SIC Code Major Group 14 facilities. <br /> This permit also authorizes the discharge of stormwater runoff to surface waters of the state from the following non-mining <br /> activities that are located at sand and gravel facilities:asphalt batch plants(SIC code 2951),concrete batch plants(SIC Code <br /> 3273),and asphalt and concrete recycling industrial activities. <br /> This permit contains both process water and stormwater provisions,as follows: <br /> • Applicable to ALL discharges: Parts LA, 1.8, I.D, LE, and LF, Part 11, Part 111,and all Appendices <br /> • Applicable to process water discharges,only: Part I.C.1 <br /> • Applicable to stormwater discharges,only: Part I.C.2 and Parts LG through Q <br /> a. Eligible Process water discharges: <br /> Process water discharges from facilities that produce the commodities listed below are specifically eligible for coverage <br /> under this permit. <br /> • Dimension stone (SIC code 1411) • Kaolin and Ball Clay(SIC code 1455) <br /> • Crushed stone (SIC code 1422, 1423, 1429) • Clay,Ceramic,and Refractory Minerals, Not Elsewhere <br /> • Construction sand and gravel (SIC code 1442) Classified (SIC code 1459) <br /> • Industrial sand (SIC code 1446) • Graphite(SIC code 1499) <br /> The following process water discharges are eligible for coverage under this permit, unless made ineligible under Part I.A.2,: <br /> i. mine dewatering,which includes: <br /> • any water, including groundwater,seepage, and stormwater(precipitation and surface runoff),that is <br /> impounded or that collects in the mine pit(surface or underground workings)and is pumped,drained,or <br /> otherwise removed from the mine through the efforts of the mine operator; <br /> • additionally,for construction sand and gravel facilities and industrial sand facilities only,wet pit overflow <br /> caused solely by direct rainfall and/or groundwater seepage. <br /> ii. process generated wastewater,which includes any wastewater used in slurry transport of mined materials,air <br /> emissions control,and processing exclusive to mining(40 CFR Part 436); <br /> iii. water used in sand and gravel processing(e.g.,sorting,screening,crushing,and classifying); <br /> iv. stormwater runoff that becomes comingled with the above listed wastewaters before the discharge point. <br /> b. Eligible Stormwater discharges: <br /> Stormwater discharges from all SIC Major Group 14 facilities,and from asphalt batch plants(SIC code 2951);concrete batch <br /> plants(SIC code 3273); and asphalt and concrete recycling activities conducted at such facilities, are eligible for coverage <br /> under this permit. Please see Appendix C- Definitions for how the terms'asphalt batch plant'and 'asphalt concrete'are <br /> used in this permit. <br /> Stormwater discharges from the following areas at all SIC code Major Group 14 facilities are eligible for coverage under this <br /> permit unless made ineligible under Part I.A.2: <br />
