GCC has pulled refuse material away from the Clean <br /> water ditch at the northeast extent of the lower RDA. This action satisfies the Division's immediate concerns. <br /> Continued attention must be paid to management of this area and communication with the equipment operators on <br /> the lower RDA needs to be clear to minimize encroachment of waste into this ditch. <br /> The county road construction workers continue to store material at the entrance road to King L Silt fence has been <br /> installed on the east side of the entry on the east side of the road base and gravel piles.This is encouraging and no <br /> sediment from these piles appeared to have ventured off site to the east. This third party continues to allow <br /> employees to park personal vehicles and equipment on the entry road. It appears they are improving on not <br /> parking in the sediment traps. However,gravel has been pushed into the wattles on the west side of the entrance <br /> road. GCC needs to assure that the alternate sediment control structures are repaired,maintained,and kept <br /> functioning to avoid off site impacts. The rancher on the property to the east of the entrance road has set up a <br /> corral next to the King I road. It appears that loading or unloading activities may be conducted from the access <br /> road. GCC needs to assure that sediment control structures are maintained with this activity. <br /> Old Barn Area: Considerable sediment came down the road and was captured by the silt fencing and sediment <br /> traps. GCC needs to clean these structures out, and reset the silt fence to assure that the alternative sediment <br /> control structure function as designed. The road crew continues to use portions of this area for material and <br /> equipment storage. <br /> Sediment pond 1 at King II facilities was holding a shallow pool of water well below the discharge elevation. <br /> Embankments were well vegetated. No problems were noted with this pond. Ditches and culverts were <br /> maintained at the King II facilities area. Some gravel at the material storage site on the south side of the haul road <br /> coming into the facilities has been pushed close to the silt fence at this alternate sediment control site. GCC needs <br /> to assure the function of the silt fencing remains intact. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization;Placement: <br /> The upper RDA has not had any new refuse placed on it since the previous inspection. The operator has <br /> graded out the temporary water bars on the top of the upper RDA. These features were temporary unrequired <br /> features to help manage runoff. The north and east portions of the upper RDA are maintaining the designed grade. <br /> However,the southwestern portion of the upper RDA has a slope greater than the design. GCC needs to continue <br /> to shape the pile so the slope does not exceed that in the plan. Maintaining the correct slope will improve the <br /> runoff management as well. There has been some down cutting of the interface between the upper RDA and the <br /> native slop on the south of the pile. Wade indicated that GCC would be grading this interface to keep the <br /> downcutting at a minimum. <br /> The stockpiled refuse windrows were being spread and compacted during the inspection on the lower RDA. Wade <br /> noted that the northern edge of the pile needs to be sloped back to the south a bit to maintain the out slope design. <br /> GCC will continue to improve this area of the pile. <br /> Number of Partial Inspection this Fiscal Year: 3 <br /> Number of Complete Inspections this Fiscal Year: 2 <br /> Page 3 of 9 <br />
