A. Salvage
Topsoil salvage thicknesses and stripping procedures are described in Subsection 16 of
Section 2.04.9.
No additional plans have been approved to salvage topsoil beyond what has currently been
disturbed.
B. Storage
The topsoil pile locations are illustrated on Map 2.05.4-9 and the details are described in
Section 2.05.4(2)(d) subsection 8.0.
C. Redistribution
Details regarding redistribution of topsoil are found in Section 2.05.4(2)(d). ERMR has
established multiple zones for topsoil replacement as shown on Maps 2.05.4-4 and 2.05.4-6.
The zones are based on the volume of topsoil salvaged from each area and represent the
depths of topsoil to be replaced in each area. For the designated Morgan property prime
farmlands, a minimum of 48 inches will be replaced in two separate lifts. Spoil and Soil
Suitability Criteria are presented in Table 2.05.4(2)(d)-lA for the Morgan prime farmland
and in Table 2.05.4(2)(d)-1B for the remaining areas (those north of BB Road).
Regraded spoil will be mechanically loosened and mixed by ripping or approved alternate
forms of scarification in order to decrease compaction, increase aeration and water
movement, and increase plant rooting depths. Bench 1 Surface spoil and Bench 1 Subsoil
Substitute are sampled for the criteria in Table 2.05.4(2)(d)-I and 1 B prior to topsoil
replacement. Subsection 5.0 of Section 2.05.4(2)(d) describes the mitigation plan that will be
employed for surface spoil that is found to be unsuitable.
Topsoil handling and placement procedures are described in Section 2.05.4(2)(d) beginning
with Subsection 10.0. The testing plan to be utilized to verify the suitability of topsoil
replaced is detailed in Subsection 14.0, while Subsection 15.0 describes the remediation
process to be followed should a soil sample parameter fall outside of the allowable limits.
V. Sealing of Drilled Holes and Underground Openings
No changes are proposed for this section.
VI.Use of Explosives
No explosives are requested or needed for this revision. No changes of the findings
document are proposed for this permit revision.
VIL Disposal of Excess Spoil
14
