There is no excess spoil produced at the New Horizon Mine. This permit revision does not
propose the creation of excess spoil material. There are no changes to this section of the
permit application.
VIIL Coal Mine Waste Banks
The New Horizon Mine did not produce coal refuse material during the mining operation.
As such, no coal mine waste banks were permitted or created. There are no changes to this
section of the permit application.
IX.Coal Mine Waste
The New Horizon Mine did not produce coal refuse material during the mining operation.
As such, no coal mine waste banks were permitted or created. There are no changes to this
section of the permit application.
X. Backfilling and Grading
The mine pits have all been backfilled. Final grading and contours are being evaluated as the
operator determines long term water management at the northwest portion of the mine site.
This permit revision is not proposing changes to the backfill and grading plans at this time.
Permit details on backfilling and grading are provided in Section 2.05.4(2)(c). The proposed
post-mining topography is depicted on Map 2.05.4-1. This map also includes a series of
cross sections which provide comparisons of the pre-mining ground surface with the
proposed post-mining elevations.
XI.Revegetation
The proposed revegetation plan is designed for the post-mining land uses of irrigated pasture,
cropland-irrigated alfalfa hay and dryland pasture. All revegetation plans are discussed in
Section 2.05.4 (2)(e). No changes to the approved vegetation plan is proposed with this
permit revision.
A. Introduced Species
The Division proposes to approve the use of introduced species in the reclamation seed mix.
The applicant has submitted information that shows that the introduced species are desirable
and necessary to achieve the approved post-mining land use, and are not poisonous or
noxious (4.15.2).
Seed mixes number 2 and 3 are temporary seed mixes. Introduced species in these mixes
will facilitate site stabilization and provide organic matter when incorporated into the topsoil
prior to permanent seeding.
15
