return to the Gunnison River. The water will be released at the permitted surface discharge point, <br /> as described in the attached NPDES Discharge Permit. The original Exhibit D text neglected to <br /> describe the intermediate steps of water handling from the pit; instead describing the final stage of <br /> returning groundwater to the Gunnison River aquifer. <br /> 6.4.5 Exhibit E— Reclamation Plan <br /> 9) This exhibit should clearly state the plan for existing reclamation as it relates to the new, <br /> proposed activities at the site. In particular, will current reclamation be completed prior to <br /> additional disturbance? <br /> Reclamation will occur concurrently with mine phase progression. This means that during the <br /> preliminary mining of Phase 1 as described in the amendment application, existing reclamation <br /> requirements will be completed. The current reclamation that needs to be completed at the Delta <br /> Paving site is the regrading and revegetation of a small portion along the southeast edge of the <br /> reclaimed pond. Exhibit E has been revised to clearly state the reclamation work and timeline that <br /> needs to take place during the start of mining Phase 1. <br /> 10)Clarification is needed regarding Table E-1. The value for groundwater lakes does not <br /> match the value on the Reclamation Plan map (F-1) for total groundwater exposure. Also, is <br /> the rangeland value (34.7 acres) accurate?It appears to be large based on a calculation by <br /> the Division. <br /> The values in Table E-1 and the Reclamation Map F-1 match. A total of 74.3 acres of groundwater <br /> exposure will be present on the site following reclamation. This includes both the new disturbances <br /> from Phase 1-4, and existing groundwater exposure from the two ponds on site. Approximately 58.7 <br /> acres of this exposure will be new exposure from what is currently present at the site. A note has <br /> been added to Table E-1 to clarify this acreage. <br /> The 34.7 acres of rangeland was checked for accuracy and is correct. This acreage is a reflection <br /> of the entire area at the site that will be rangeland following mine closure. It accounts for all areas of <br /> the site that are disturbed, including the pit slopes above groundwater, minus the groundwater <br /> exposure area, the entrance road, and undisturbed ground. <br /> 11) The discussion of weeds on page E-4 should state that, in addition to the general plan for <br /> the control of all noxious weeds, any List A species (per the State of Colorado noxious <br /> weeds list) will be eradicated. <br /> Please refer to the revised Exhibit E with language on List A weed species eradication. <br /> 6.4.7 Exhibit G —Water Information <br /> 12)In the Water Quality Protection section, text should be added to explain if water will be <br /> sampled prior to discharge to the Relief Ditch. <br /> Please see the revised Exhibit G with information on monitoring of discharge waters.
