September 12,2022 C-1981-041/Roadside Portals CCW <br /> Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> The inspection started at the reclaimed portals,located just above the Cameo exit on I-70. The portals <br /> were stable with vegetative cover. There was no seepage identified on the reclaimed slope (Photo 1). The <br /> reclaimed slope has a French drain installed on it. The French drain was dry during the inspection. The French <br /> drain daylights water into a ditch near the base of the reclaimed portals slope. The ditch was observed to be dry <br /> (Photo 2). There was no evidence of recent flow in the ditch. There is a concrete pad and an old warehouse <br /> located to the left of the reclaimed portals slope. During the 2014 incident when the landowner dumped 168 acre <br /> feet of water down an old air shaft,water had ponded on the concrete pad (please see the Division's July 1, 9 and <br /> 15,2014 inspection reports for more details). During this inspection,there was no water on the concrete pad <br /> (Photo 3). There was no indication of recent water ponding on the pad. The Division found no indications during <br /> this inspection that there was water pooling behind the reclaimed portals. The structural integrity of the portals <br /> remains intact. <br /> The cliff above I-70 on the first corner north of the Cameo exit was inspected. This section of the cliff is located <br /> on the northern edge of what the Division refers to as Tract 70. In 2019 the landowner applied a large amount of <br /> water to the top of Tract 70. This resulted in the water seeping into the top 30-50 feet of unconsolidated material. <br /> The water then hit bedrock and followed the natural dip to the edge of the cliff above I-70 and seeped out. This <br /> created rock fall onto 1-70 (Please see the Division's July 2019 Inspection Report for more details). During this <br /> inspection the Division observed the cliff to be dry. There were no sections observed to have water seeping out. <br /> Discharge Point 016 is located to the northeast of the Roadside Mine's permit boundary, on the south side of I-70. <br /> The discharge point has a meter on it that can take measurements in the field. The discharge is an NPDES <br /> permitted location that discharges water from within the old mine workings. During the inspection a reading of <br /> 97.4 gallons per minute was taken(Photo 4). This value is within the historical seasonal range for the discharge <br /> outlet. <br /> The N-1 Monitoring Well is located to the south of the 016 Discharge Point. The well is completed in the <br /> northeastern mine workings and monitors the depth of water within the mine workings. The N-1 well is located <br /> northeast of the mine portals and in a location where the mine workings are down-gradient from the portals. A <br /> measurement to the depth of the water in the mine workings was taken. The depth to the water was 74.5 feet. The <br /> measurement is within the historical seasonal values for the monitoring well. When the Division tried to remove <br /> the cap to the well casing,it was observed that the latch on the cap had been tampered with(Photo 5). The latch <br /> was jammed closed due to it being out of alignment. It appeared to have been hit with something and had <br /> deformed. The inspection party was able to bend the latch back enough to open the casing. The lock on the latch <br /> was able to be returned once the data collection was complete. <br /> The Division inspected the area known as Tract 70. This area is located on the mesa above I-70 and extends south <br /> from the cliff above I-70. In 2019 the landowner applied a large amount of water to this tract causing rock fall <br /> from the cliff. The Division observed the landowner's riser pipes to not be flowing at the time of the inspection <br /> (Photo 6). The trenches on top of Tract 70 were dry(Photo 7).
