Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> N -Processing Waste N -Topsoil <br /> CONVOENTS <br /> This was a complete inspection of the Roadside Portals Mine conducted on September 12, 2022. <br /> The inspection was completed by Clayton Wein of the Colorado Division of Reclamation, <br /> Mining and Safety (the Division). The operator Snowcap Coal Company, Inc. (SCC)was <br /> represented during the inspection by Tonya Hammond. The weather was clear with a <br /> temperature of 92 degrees F. The ground conditions were dry. <br /> This inspection was conducted in response to a call made to the Colorado Department of Public <br /> Health and Environment's Office of Preparedness and Response's incident reporting line by <br /> Rudy Fontanari (Landowner). The Information gathered from CDPHE's incident reporting line <br /> was as follows: <br /> We received a call on our Incident Reporting Line today from Rudy Fontanari of Palisade, <br /> CO. He owns a coal mine that used to be called Powderhorn Coal Mine, and is located on <br /> Interstate 70 at the Cameo exit, 3 miles east of Palisade. This coal mine is filling with <br /> water from the Rapid Creek Basin, and is now 86 feet deep. If it breaks through the old <br /> portal, it will flood I-70. Mr. Fontanari reports that the monitoring well was mistakenly <br /> drilled into the water table at 8 feet. He had an independent person come out and determine <br /> the depth of the water in the coal mine pit. He is very concerned that the mine will break <br /> through and flood I-70. The inspectors visited the reclaimed south portals,the cliffs above <br /> I-70 on Tract 70, the Discharge Point 016, the N-I Monitoring Well, Tract 70, Tract 71 <br /> and Rapid Creek. <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(1): <br /> The records for the Roadside Portals Mine are located in Grand Junction,Colorado at the mine office. <br /> The records were up to date and well kept.
