Kiewit I Fountain Colony Pit September 6, 2022 <br /> Kiewit is the operator and permittee of the Fountain Colony Pit, which is located approximately two <br /> miles southwest of Fountain, Colorado. In 1999, the operation was acquired from the original <br /> landowner and operator, Fountain Colony Investment Co. The original application was submitted in <br /> 1987 but wasn't approved by DRMS until 1995. From 2002 to 2019, sand and gravel material was <br /> intermittently extracted at the operation. Currently,the Reclamation Permit and Plan comprises five <br /> mining phases that are accessed from an onsite, paved road that connects to South Charter Oak <br /> Ranch Road. Each phase has undergone reclamation, with Phase III and Phase IV fully reclaimed, <br /> along with portions of Phase I, Phase II, and Phase V, in accordance with the rules and regulations of <br /> DRMS. Since 1999,the operation has been subject to prior technical revisions and amendments that <br /> reflect the changes in ownership and mine phasing. A timeline of the approved Reclamation Permit <br /> and Plan for the project, as described in the Fountain Colony Pit Colorado DMG file M-1987-171 <br /> (1987), is provided in Table 1 below. <br /> Table 1—Reclamation Permit Activity for Fountain Colony Pit <br /> Year Description <br /> 1987 Original Permit Application <br /> 1995 Permit Approved by DRMS <br /> 1999 Transfer of Permit to Kiewit <br /> 2000 TR#1—Technical Revision Approved for Phase Reversal <br /> 2001 TR#2—Technical Revision Approved for Bond Increase(Concrete Structure Removal) <br /> 2001 AM#1—Permit Amendment Approved(Addition of 1.1 ac.Affected Land) <br /> 2018 TR#3—Technical Revision Approved for Weed Control Plan <br /> 2019 Temporary Cessation of Mining Activity <br /> TR#4 will reduce the permitted mining and reclamation area (affected area) by 162 acres,which will <br /> allow for entitlement for the proposed future development project to proceed with the City of <br /> Fountain, as well as removing those areas where reclamation is now complete and for which no <br /> further mining is planned. With this proposed change, and commensurate updated reclamation cost <br /> estimate, all other aspects of the Reclamation Permit and Plan will remain in effect. <br /> 2.0 PROJECT LOCATION AND DESCRIPTION <br /> 2.1 Location <br /> Fountain Colony Pit is located approximately two miles southwest of the City of Fountain in El Paso County, <br /> Colorado. Figure 1, Attachment A shows the Fountain Colony Pit site just south of South Charter Oak <br /> Ranch Road along the Interstate 25 in Sections 7, 18, and 17 of Township 16 South, Range 65 East of the <br /> 61h Principal Meridian. <br /> 2.2 Fountain Colony Pit <br /> Fountain Colony Pit is a temporarily inactive sand and gravel mining operation, located southwest of <br /> Fountain,Colorado.According to records from the 2022 Minerals Reclamation Permit Annual Report,the <br /> approved area of extraction covers 211 acres (141 acres have presently been disturbed by mining) of the <br /> Technical Revision#4 2 Sespe Consulting, Inc. <br />
