August 3, 2022 C-1981-008/New Horizon Mine JHB <br /> Tony Tennyson and Jim Guire discussed what action needed to be conducted to alleviate this concern. The area in <br /> question is towards the west end of the reclaimed parcel,close to a curve in the reclaimed road. The area of <br /> concern is fairly localized. Mr. Tennyson noted that ERMR could bring in some additional topsoil to level out his <br /> area. Mr. Guire was in agreement with this mitigation plan. <br /> We walked eastward along the remaining portion of the parcel. We did not encounter any other spots of <br /> pronounced land settling. Mr. Guire commented that he had not encountered problems other than those noted on <br /> the west end of the parcel. We did note several small locations that were grass dominated,with scant alfalfa. This <br /> indicated some limited pooling of irrigation water and minor alfalfa di off. The approved pasture is a grass/alfalfa <br /> mix. Mr. Guire did not state that he was concerned about these patches of limited area. <br /> The inspection also encountered a small gully on the north west side of the reclaimed haul road. Tony agreed that <br /> this short gully needed to be filled in. Mr. Guire was in agreement. Once we completed the inspection of Mr. <br /> Guire's property, Mr. Guire and Roseanne left the inspection. <br /> There were 2 sets of groundwater monitoring wells, and 5 individual monitoring wells that the operator has <br /> requested for Phase I,II and III bond release. One set of reclaimed groundwater monitoring wells,GW-N41,GW- <br /> N42, and GW-N43 are located in Section 31, on the eastern edge of Mr. Dirk Richards' property. This is the only <br /> item on Mr. Richards' property applicable to this SL25 bond release application. Mr. Richards had other <br /> concerns,not related to the reclamation of the groundwater wells,that he has specified in an objection letter to the <br /> Division, and which his representative,Ms. Schweikhardt,noted during the inspection as well. <br /> The reclaimed GW-N41,N42,and N43 wells were located along the edge of a ditch northwest of the CC ditch <br /> drop structure. These wells have been reclaimed,abandonment reports submitted to the Division,the surface <br /> graded to blend with the surrounding field,and vegetation similar to the surrounding area is established. Ms <br /> Schweikhardt did not express any concerns regarding the reclamation of these well,nor were any concerns about <br /> the reclamation of these wells included in the list Mr.Richards had provided Ms. Schweikhardt. <br /> Ms. Schweikhardt informed the Division,and the operator,of Mr. Richards' additional concerns. These concerns <br /> were subject of previously approved bond releases. The Division will list them here for the record.The Division <br /> will investigate Mr. Richards concerns further. Mr. Tennyson said that he had been in touch with Mr. Richards <br /> and would continue to have discussion with Mr. Richards. <br /> As expressed by Ms. Schweikhardt,Mr. Richards wanted an access road to his property retained.He was also <br /> concerned about access to agricultural tail water. And he wanted access to a 12"diameter water pipe from the <br /> CCC ditch. Some of these concerns may fall outside of the Division's jurisdiction,but I will follow upon them. <br /> and Tony will continue his dialogue with Mr. Richards. At this point Ms. Schweikhardt left the inspection. <br /> A cluster of reclaimed groundwater monitoring wells; GW-N16P1,GW-17P1, and GW-NI8P1,were located in <br /> the NW 1/4 of Section 6.The Landowner in this location is Elma Burbridge. The landowner chose not to attend <br /> the inspection and had not previously expressed any concerns regarding the reclamation of these wells.The <br /> Number of Partial Inspection this Fiscal Year: 2 <br /> Number of Complete Inspections this Fiscal Year: 0 <br /> Page 3 of 8 <br />
