August 3, 2022 C-1981-008/New Horizon Mine JHB
reclaimed wells were visible from the fence and were located at the southern edge of the agricultural field. No
problems were observed with the reclamation of this well cluster.
Reclaimed well MFBF-71 is located in Section 31 on property owned by ERMR. The post-mining land use in this
location is dryland pasture. We were able to locate where the monitoring well had been reclaimed. It blended in
well with the surrounding area and the dryland pasture vegetation was similar to that in the surrounding area.
Reclaimed monitoring well MW BF-63 is located in Section 36 north of Parcel IP-9 irrigated pasture. This
reclaimed well is located within parcel DP-9 with a post-mining land use of dryland pasture. We walked around
this area but were unable to pinpoint the reclaimed well. This indicates that it was well blended into the
surrounding area.
Two alluvial wells were reclaimed adjacent to Calamity draw in Section 6. GW-N40 had been flooded out earlier
this spring. This reclaimed well is in deep grass in a wet area. Due to the dense grass and hummocky ground, the
exact location was not located of the reclaimed well. The reclaimed monitoring well blends seamlessly with the
surrounding area.
The second reclaimed alluvial well in GW-N39 is located south of the reclaimed topsoil stockpile E. This
reclaimed monitoring well, blends in well with surrounding vegetation and no bare area is left at this location.
Two parcels were requested for Phase I bond release in the SL25 application. One parcel consists of 19.9 acres of
irrigated pasture on the west side of IP-11 and includes parcels DP-12,DP-13 and a portion of DP-9. The
inspector's GPS was not collecting data properly, so no elevation data points were collected. The southern
approximately 2/3 of this parcel were within irrigated pasture. The pasture crop was alfalfa/grass mix. The alfalfa
was about 24"high and beginning to flower. The crop looked very healthy. This portion of the irrigated field was
on the downslope of the field, and irrigation tail water was draining to the west along the east side of the topsoil
stockpile. The irrigation tail water drains to the north. The field is graded in accordance with the design and
draining adequately. No problems were encountered with the backfill and grading of this parcel.
The second parcel requested for Phase I bond release consists of 2.7 acres of topsoil stockpile footprint, located in
section 6, south of the facilities area. This parcel is sloped gently to the south, drains well, with no ponding
observed, The grading of this parcel is in agreement with the approved post-mining topography. No problems
were observed with the grading of this parcel.
FISH and WILDLIFE—Rule 4.18:
During the inspection of the IP-11 parcel,we encountered two Sandhill crane walking in the irrigated
pasture. We did not observe any chicks with them. However, the alfalfa was a good 24"tall or more.
At the close of the inspection,we observed a buck mule deer cooling in the shade at the mine office.
REVEGETATION—Rule 4.15
Vegetative Cover;Timing:
The reclaimed topsoil stockpile E footprint had a small patch of Knapweed at the southern end of the
Number of Partial Inspection this Fiscal Year: 2
Number of Complete Inspections this Fiscal Year: 0
Page 4 of 8
