Ultimately GCC is responsible for management of conditions within the <br /> permitted disturbance area boundaries. <br /> The access haul road to King I has concrete "Jersey"barriers stored along the west side of the road area. The <br /> contractor is piling dirt(road base?) and debris(damaged culverts)on the King I access haul road. Additional <br /> gravel or crushed asphalt is also placed within the King I access haul road area. While this has not been permitted <br /> as a storage area,if the material and equipment remain within the permitted sediment control system,this <br /> temporary storage is acceptable. The operator is responsible to assure that the contractor keep the material within <br /> the sediment control system. Jersey barriers and other dirt are being pushed to the edges of the approved disturbed <br /> area and need to be contained within the approved area. Contractors' vehicles are also being parked in this area. <br /> As discussed during the construction of the low cover crossing,GCC needs to assure that the third party <br /> contractors not damage the designed sediment control structures;hay bales, sediment traps, silt fences, straw <br /> wattles,etc. (photo 4),and repair any damage to the designed structures. <br /> It was apparent that the access road into King I experience considerable run on during the recent storm events.As <br /> such, some of the alternate sediment control structures were overwhelmed with sediment. GCC needs to clean out <br /> the sediment traps that filled with sediment, and recover the sediment that spilled off site into the farmer's fields. <br /> At this time,due to the storm events,this is regular maintenance and need to be addressed as soon as practicable. <br /> GCC also needs to work with the contractor to assure debris are disposed of appropriately(dirt piles and crushed <br /> culverts). <br /> Old Barn/Half-mile Hill area is also being utilized by the road contractors as a laydown area and storage for <br /> equipment. The silt fencing and hay bales appeared to hold up to the storms on the southern edge of the disturbed <br /> area adjacent to the county road. Additional clean-up of sediment and assurance that the silt fencing is adequately <br /> anchored needs to be conducted by GCC. The road construction is also cutting into the northern road bank at the <br /> barn area. If the road work compromises the sediment control system at the old barn area,GCC will need to re- <br /> establish this sediment control. The northern sediment trap at the base of the steep portion of roadway was <br /> overwhelmed with sediment coming off the road. GCC had already initiated clean up and re-establishment of this <br /> sediment control structure. Please assure that the repaired structure is in agreement with the design. <br /> A grader is parked on the east side of the Old Barn area. Temporary equipment storage in this area is OK as long <br /> as the sediment control structures are not impacted or damaged with this usage. Silt fencing at the Old Barn area <br /> trapped considerable sediment. GCC will need to clean up the sediment,dispose of properly and re-establish the <br /> silt fencing. <br /> Half-mile Hill access road to the low cover crossing has well maintained. It did not appear to have gullied during <br /> the storm events,or GCC had already repaired and damage. Berm cuts to direct run-off into sediment traps on the <br /> sides of the roadway have been maintained and appear to have effectively functioned during the storms. <br /> King II Haul road access from LPCR120. A crew was actively removing sediment from the cattle guard sediment <br /> trap at the time of the inspection. Wade stated that they would be pulling the cattle guard up to thoroughly clean <br /> the sediment out from under the cattle guard.
