August 4, 2022 C-1981-035/King Coal Mine JHB <br /> The West pond was holding water but not discharging at the time of the inspection. Sediment cleanout is halted <br /> until pond dries out again. However the sediment clean out that GCC had accomplished assured proper function <br /> of the pond during the recent storm events. (Photo) <br /> The East pond was holding a pool of water and much of the sediment had already dropped out. It did not appear <br /> that the pond had discharged. GCC had cleaned sediment from this pond prior to the monsoon season and the <br /> pond functioned well. (Photo) <br /> Evidence of runoff throughout the King I facilities area was noted by sediment trails and obvious flow patterns. <br /> Ditches, sumps and culverts all appeared to function adequately with no blocked culverts,breached ditches or <br /> sediment short-circuiting the surface water control system. It appeared that all runoff was contained within the <br /> sediment ponds. <br /> Ditches at the RDA all appeared to have functioned as designed. <br /> King IL Pond 1 was holding a shallow pool of water but did not appear to have discharged from the pond. Wade <br /> reported that the upland(undisturbed area)ditche flow was so intense that flow from the upland ditch washed back <br /> into the outlet culverts of pond 1. GCC has already cleaned out any material that had been deposited at the <br /> discharge outlets of the pond. The outlets appeared unimpeded. (Photo) <br /> The operator had already cleared any debris that had deposited on the trash racks at the culverts within the King II <br /> facilities area by the time of the inspection. All ditches appeared to be functioning, and clear of sediment of <br /> organic material deposition. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization;Placement: <br /> The operator has windrowed refuse laid down on the north side of the lower RDA. Some runoff from the <br /> recent storms had concentrated at the west end of the pile and had begun to form gullies on the slope to the ditch. <br /> Once again,GCC needs to assure the slope of the pile surface does not exceed the design. The inspector used a <br /> hand held Suunto clinometer to take a measurement of the slope of the tops of the lower RDA. East to west on the <br /> top of the lower RDA measured 6% slope. See Appendix 10 for design requirements. <br /> The upper RDA is not currently being utilized for addition of new refuse material. The operator has retained <br /> temporary water bars on the surface of the upper pile,that have been effective in reducing the flow of runoff <br /> across the tops of the pile. Run-on from the undisturbed area north of the upper RDA was noted,but the sediment <br /> dropped out and the run-on to the pile did not create excessive Tilling. The ditches from the upper RDA held up <br /> well and did not show any signs of undercutting. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3),Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5)and <br /> (6)/4.03.2(5) and(6),Reclamation 4.03.1(7)/4.03.2(7): <br /> A third party is conducting La Plata County Road 120 improvements in accordance with GCC's <br /> agreement with the County.
