excavation shell be cleaned of all debris and dewatered unless "ponding" has
been authorized. In addition, where required by the Engineer, the earth bank
will be stepped to avoid a vertical shear plane. The backfill material shall
be placed in uniform horizontal layers of six inches in depth the full width of
the excavation, brought to proper moisture content and thoroughly
compacted, using handor mechanical tampers prior to placing the next layer.
The material shall be compacted to a density equal to or greater than that
of the surrounding earth before the next layer is placed. Should the backfill
materiel be considered too wet or too dry by the Engineer, drying or wetting
prior to placement in the excavation may be required. The work shall be
performed in such a manner that when finished, the entire backfill shell have
a uniform density in excess to that of the adjacent natural ground.
All backfilling in trenches, around pipes, structures or against natural faces
shall be compacted to 10096 density as determined by the Standard Proctor
Test, and shall be hand compacted to prevent damage to pipes or structures.
3.07 Subsoil Stabilization
A. General
In areas where a firm foundation is required, such as under all concrete
structures, the subsoil shall be firm and compact; in the opinion of the
Engineer.

After construction is finished and all backfilling is completed and settled, all
areas within the work site shall be graded in accordance with the grading
plan or as directed by the Engineer. During this operation, stockpiled topsoil
shall be spread uniformly a minimum thickness of 8 inches over the areas to
be seeded or sodded as directed in these Specifications. The work shall be
performed so that when finished, there will be no drainage pockets and the
finished embankments, dikes, ditches and roadways shall be to the true
elevations .and dimensions shown on the plans.
After the grading has been finished, the entire area shall be cleared of all
debris such as construction scraps, brush, paper and salvaged materials, and
the site of the work left with a neat appearance. Any salvaged material to
remain as the property of the Owner shall be neatly stockpiled as directed
by the Engineer.
