Reclamation Costs Exhibit L
Reclamation of the 23 Road Pit consists of converting the various pits into five groundwater lakes
and revegetating the disturbed area to rangeland. The pit on the Precast Concepts property is going
to be completely backfilled as part of Precast's use of their property as industrial. Additionally,
cottonwood trees or other vegetation will be established on the west edge of the site as described in
TR-07. Reclamation has been ongoing with mining and is partially completed; one pond has been
fully reclaimed, various portions of the remaining pond slopes have been reclaimed, and some of
the disturbances outside of the pits have been reclaimed.
The worst-case reclamation scenario which will determine the bond cost is based on the current
conditions of the site and various limits defined in previous revisions regarding disturbance limits.
The current conditions of the site are shown in Figure 1. This figure identifies each pond and their
current reclamation state. A previous permit amendment, AM-03, limits the maximum disturbance
outside of the pits to 25 acres, which would be the maximum area that would require reclamation
outside of the reclaimed ponds. This maximum disturbance which is made up of the processing and
operating areas would require grading, topsoiling to 6 inches, and revegetation as rangeland.
Currently, the disturbances outside of the pits are approximately 22 acres. Additionally, all
equipment and structures would need to be removed from the site. The cottonwood tree plantings
as described in TR-07 have not been completed as of April 2022, and are included in the final
reclamation work.
All proposed land uses following reclamation are consistent with the currently permitted land uses.
The proposed ponds will not require any new water rights to be secured as they are covered under
the existing gravel well permits which have been provided. There will be a maximum total of 40.5
acres of groundwater exposed across five ponds on site. Table 1 summarizes the existing well
permits and anticipated water exposure across the site.
Table 1 —Gravel Well Permit Information
OwnerGravel Well
ExposurePermit ..
it
14,
as
01
:..
49434-F Precast Concepts 8.6 acres 4.2 acres
LLC Property
All of the pits will be converted to ponds in the worst-case reclamation scenario. The reclamation
work to convert these pits to ponds is backfilling and regrading slopes to a 3H:1 V slope as
necessary, topsoiling up to 6 inches, and revegetating as rangeland. Pond 1, as shown in Figure 1,
is fully reclaimed as of April 2022, and will require no additional reclamation work. Ponds 2 and 3
have been partially reclaimed, with a few very short segments of unreclaimed shoreline. The
southern portion of their shoreline has already been reclaimed to a 5H:1V slope as described in the
previous AM-03. Pond 4 is mostly unreclaimed and would require work along nearly the entire
23 Road Pit Technical
Revision 2 ®Lewieki 81 Associates
April 2022
